Miller was arrested Tuesday at his home in Sydney after officers discovered methamphetamine hidden in candles last month, Australian police said.
Another 47-year-old man was arrested along with the 45-year-old former swimmer.
The police accuse Miller of leading a criminal gang. “Others worked under his instructions,” the statement said.
Both men are suspected of illegally shipping drugs to the state of New South Wales in Australia.
“It was not a small operation,” Detective John Watson told the AP news agency. “They were well organized and well funded.”

He was already arrested in 2008 when police discovered a tablet press and its storage in a building. Also, in 2013, Miller weighed in on other drug charges.
