These proposals will be discussed at a government meeting on Wednesday.
The bills provide for the possibility for the employer to receive a wage subsidy not only during the quarantine period, but also after its completion, while the emergency situation is in effect.
“We see that quarantine will continue to be lifted. Every week we see that the quarantine period is coming to an end, but when we look at the market, we see that some companies are announcing downtime just for some reason now, and they are also prolonged by the post-quarantine period. ” 15 minutes Deputy Minister of Social Security and Labor Eglė Radišauskienė said.
“This is especially important for industrial companies, manufacturing companies, because they will lack raw materials even after quarantine.” These changes are also relevant for companies in the tourism sector, “he added.

The ministry also proposes to waive the requirement that downtime be subsidized only after making sure that the employer has held at least half the jobs for at least three months.
Good news for seniors
The package also proposes that the state subsidize 100 percent of employees’ downtime if they are 60 years of age or older and have a minimum wage. 70 percent. downtime would be subsidized if the employee’s salary is up to one and a half times the minimum wage.
The Ministry makes such a proposal in response to the fact that during quarantine, more than 60 percent. people are rapidly losing their jobs. During quarantine, about 10 percent. There has been an increase in the number of layoffs and a similar decrease in their employment.

“We want to send a message to companies that there is no need to fire these people so that they do not enter the Employment Service, because then it is very difficult for them to leave it,” said E. Radishauskiene.
The ministry also proposes that when an employee leaves work, the job search benefit and unemployment benefit are paid immediately, even if they are entitled to severance pay.
“We are making this offer because we have faced many cases where people have not received their severance pay because the employer has become insolvent and the person needs income here and now,” said the Deputy Minister of Social Security and Labor.

It is also proposed that the job search benefit be paid in full in all cases, regardless of whether the person receives pensions, annuities, compensation, or any other benefits. The Employment Service will carry out all the actions related to the payment of the job search benefit.
The good news also awaits grandparents, making it easier for them to receive sick benefits for caring for their grandson if their parents are working. The bills propose to address situations where grandparents cannot receive child care subsidy, for example, because the other parent is not taking care of the child, it is not known where it is.
“There have been many complaints that, for example, the mother is officially working but does not live with the child’s father, even though they are not officially divorced. Or the parents may be divorced, but the other parent simply does not care for the child. Now that grandfather or grandmother cannot receive child care subsidy. We propose to change this and we foresee that the benefit would be paid in such cases ”, declared E. Radišauskienė.

The package also proposes that sickness benefit be paid in all cases where it is necessary to care for children under the age of eight, without distinguishing between specific preschool and preschool programs. Such benefit would be paid no later than the beginning of primary education.
According to the vice minister, this change is proposed taking into account that today some parents cannot be disabled to work when they take care of their children, for example, in some private schools.
The law also seeks to prevent abuse when one parent is on parental leave while the other is trying to become incapacitated for work.
Other business facilities
The Ministry of Social Security and Labor also proposes that the employer receive a wage subsidy after the downtime when it is paid before the end of quarantine and the emergency. In other words, the state would reimburse such workers once they have returned to work.

The bills also propose that an employer included in the list of taxpayers affected by coronavirus infection should also receive a wage subsidy for a portion of employees who did not receive such a subsidy during downtime.
These bills presented first will be considered by the Government. With the approval of the Cabinet of Ministers, they would be adopted by the Seimas.
