E. Jovaiša opened the first meeting of the Education and Science Committee of the eighth session, where the most important issues of education were discussed according to the agenda.

Would like to increase the threshold for distance learning

Minister Algirdas Monkevičius stated that the school year had started intensively in preparation for them and already at the end of the quarantine it was thought about how it might be necessary to prepare for the new school year.

Preparations have started for the adaptation of the legal framework. We wanted to adapt it not only to a pandemic, but also to other cases: cold, heat, etc. The educational plans are already prepared, how to face an emergency, how to combine telework and normal work for a certain time ”.

According to him, teleworking and contact work are more common at the gym level (30%) and in progymnasiums (10%). According to A. Monkevičius, the government’s decision this year is to raise that threshold so that schools can plan the educational process in advance.

“It just came to our notice then. At the end of September, we will decide that 50 percent. At the gym level, the educational process can be done remotely.”

He stressed that this must be done precisely because of the special situation this year.

“The end of July was worrying. And in August, when the infection began to spread in hotspots and from people coming from other countries. The specialists provided recommendations based on the experience of other countries. It is not possible to plan everything in advance, no it is clear how to implement the common requirements in individual schools ”.

The minister said that he receives information every morning about what the situation was until last night. At the moment, he said, Juodupė Gymnasium has made a decision with the National Center for Public Health (NVSC) that the entire school will operate remotely for some time.

“I think it won’t be long after the whole situation is fully investigated. This school is the only one in Lithuania. We can see that the virus is not very widespread in schools. This is the case of 22 schools out of 500 thousand . not a big part. “

He also said that some schools, first the big ones, teach one part of the students by contact a week and the other at a distance and then exchange those shifts.

“However, there are few such schools, most use a mixed approach. We have a meeting every Thursday where we discuss the situation according to the types of schools and good practices,” he said.

Coronavirus, and in some high schools

A. Monkevičius said that the salaries of school principals should be systematically increased through the established bonus, but the imperative due to the fact that they must ensure safety in schools will have to be changed.

A. Monkevičius noted that NVSC organizes trainings for educational institutions and will answer practical questions and said that a polished and joint algorithm will be presented, which will be presented based on two weeks of experience.

“We have also submitted a proposal for 100 scholarships for Belarusian students. They would be the most important for those who are under pressure, sanctions, they are unsafe, so they could redirect their studies to Lithuania. Last but not least, there is a great number of IT professionals who, due to the regime, do not have the opportunity to continue their activities in this field. There may be more than a thousand and more of these people, but most of them are young people with families and children. Not easy to find solutions for your children’s sciences. If you open a business here, your children will have access to education. If there is such a need, we hope there is “, – the Minister introduced this idea.

The minister pointed out that coronavirus cases have been identified in some higher education institutions, KTU and VGTU, and this is concerning as the specific characteristics of universities are different from those of schools.

“There are dormitories, there are more dangers here, but the universities should improve. If the need arose, we would take care of financial issues. It is gratifying that there are few infections in professional schools.”
