As before, driving licenses will not be issued to people with certain disorders manifesting as psychosis, as well as certain personality disorders that seriously affect consciousness, behavior or ability to adapt. As in the previous regulation, the health of professional drivers is subject to stricter restrictions than in the case of the categories of non-economic driving in the case of certain mental and behavioral disorders.
When deciding individually on a patient’s right to drive, the examining physician should consider the mental and character characteristics of the subject, the quality of adaptation, the reversibility of the disease process and its progression, and other factors.
A shorter review period will be available for individual judgment on mental and behavioral disorders.
In previous legislation, mild mental illnesses that did not affect driving ability prevented the driving of psychological or psychiatric help. Drivers, especially professionals, tended not to seek help, to hide illness or psychological problems, to be treated in private. Reducing the number of mental illnesses impeding the right to drive forms the basis for combating the stigmatization of mental illnesses in Lithuania.
