Minister of the Interior: Dates set for the control of movements

On Tuesday, Interior Minister Agnė Bilotaitė and Police General Commissioner Renatas Požėla explained how the traffic restrictions will be implemented.

“Yesterday a restriction plan was prepared and agreed with all public security services, I would like to call it a safe vacation plan,” said A. Bilotaitė.

According to her, the municipal police will organize stationary checkpoints in all municipalities and will control the vehicles that enter.

It will take place from December 18 at 1 p.m., to December 20 at 9 p.m., and from December 23 at 1 p.m., at 27 p.m., 9 p.m. Traffic restrictions will also apply from December 31 at 1:00 p.m. to January 3 at 9:00 p.m.

In this case, about 250 checkpoints will be installed. I would like to mention: if 750 crews leave our streets on normal days, 920 crews will leave these days. As for the next few days, there will be mobile checkpoints and 60 additional crews will take to the streets. I want to emphasize that as we all understand that we will not have enough police forces in this situation, yesterday it was agreed that the maximum use of the system of the Interior Ministry officials will be ensured, ”the Minister explained.

A. Bilotaitė highlighted that an agreement had been reached with the Ministry of National Defense on the participation of the Military Police and the Riflemen’s Union.

Due to the need for municipal participation, a meeting with municipal representatives will be held on Tuesday. According to the minister, the assistance of the municipalities is very important, because part of the accesses to the municipalities will be blocked, cameras and restrictive signs will have to be installed.

“On the days when the checkpoints will not be installed, the 60 additional crews mentioned by the ministers will work. I’m only talking about police capacity. As you know, we will have additional capabilities, they will also be able to stop vehicles and verify the legality of the movement of people by operating mobile ”, assured R. Požėla.

The police can be consulted about the possibility of driving

“We see our mission as an aid to our people, who will have one question or another. We reserve the imposition of administrative penalties as a last resort. <...>. Our goal is not to catch something. Similarly, the objective of the population should not be to deceive the police, “said R. Požėla.

It has appealed to all the people who want to ride a bicycle but do not know if it is legal. According to R. Požėla, it is possible to contact the police number and inquire about a specific situation and the possibility of going to another municipality.

The General Commissioner of Police specified that additional checkpoints would be installed at the entrance to municipal centers, and both public and non-public means would be used, such as video cameras, tripods, etc., for controls in other areas.

If the presented plan does not work and people do not comply with the established restrictions, the interior minister announced that stricter measures will be applied.

“The police will certainly not have a purpose to punish, the police will have a purpose to explain first, and we expect public awareness and understanding. If these measures do not work, we have discussed and we have a stricter measures plan, which we will implement if necessary, ”said A. Bilotaitė.

R. Požėla recommended that those who go to other municipalities have documents, document extracts or photographs that attest to where and under what circumstances they go.

“The government document does not highlight the rental situation. Let’s say that if a person rents a premises in another municipality, but does not have a property in another municipality, there are no other circumstances, then, formally, the police officers should stop that trip. Even more so if it is intended to be in that room for more than one member of the family and more than one member of the household, ”explained R. Požėla.

The Commissioner General of Police also provided information on opportunities for migrants to return to Lithuania.

“With regard to the emigrants planning to return to Lithuania and their possible behavioral options, when a person living abroad has not declared or does not own real estate in Lithuania, or has no other reasons that allow him to go to one or the other municipality, are criteria of reasonableness. Only if a person says they are going to visit their parents to visit them, well, we will formally miss that person. However, if a migrant has a property in a particular municipality, but goes to another municipality with his parents, it would be a formal violation and we would be forced to stop that trip, ”said R. Požėla.

Specific situations will be evaluated using the resources of the database.

Situations related to motion exceptions will be assessed on an individual basis. “The specific situations will be evaluated on the spot by the police officers, who will probably take into account various objective situations,” emphasized A. Bilotaitė.

Already on Monday, the Interior Minister, speaking about the control of long-distance movements, assured that police officers will carry out intensive traffic inspections on weekends and holidays. There will be no permanent intensive control regime, as this, in particular, would require significant financial resources.

According to the decision of the Cabinet of Ministers, residents are prohibited from leaving their municipality without very important reasons. The exceptions to the restrictions on movement between municipalities include all health care services: not only will essential medical assistance be available, but also planned. As there are no restrictions to travel abroad, movement between municipalities is allowed in the case of traveling to the airport.

A provision has also been introduced that will allow officials to assess whether the reason given by the population for going is sufficiently convincing, even if it does not meet the conditions established in the Government Resolution.

The quarantine in Lithuania is valid until January 31.
