Life Slows Again: Who Faces the Greatest Limitations of a Pandemic?

The impact of government decisions on different sectors was discussed in the “Thematic Interview” program on “Radio Žinių”.

Antanas Matulas, a member of the Seimas Health Affairs Committee of the opposition faction Union National-Lithuanian Christian Democrats, praised health strategists for using the recommendations of the European Commission and the European Center for Communicable Diseases, and introduced a system which is more specific and predictable.

However, mandatory quarantine with certain measures has shortcomings. For example, in the district of Pasvalys – 26 cases (according to data from Wednesday), three were registered today, all of them are known to be related to the police. This is a sufficiently local circle of sick people, and the whole area will have to be closed. (…) I think the municipality should be allowed to introduce certain measures in the chimneys, if it knows them, ”said A. Matulas.

The politician is more concerned about the possible restriction of services in hospitals and polyclinics.

“We already have about a thousand more people dead than last year. It is clear that people who do not receive timely help for cardiovascular and cancer diseases are dying. Restricting visits and stopping scheduled services is a terribly bad thing,” said A. Matulas.

At the same time, the politician said that he had received calls from medical institutions with questions about how medical facilities would be paid for by restricting scheduled services.

“The ministry must clarify immediately what will happen to the payment,” Matulas said.

At the same time, the politician pointed out that the municipalities, the hospitals, had received the promise that they would be paid for the measures.

“The municipalities are not paid for anything, not even that information is collected. And information has been collected on hospitals, but so far the equipment acquired by hospitals and polyclinics during the first stage of the pandemic has not been reimbursed, ”criticized A. Matulas.

A member of the Health Committee also noted that he had no information on how many specific safeguards had accumulated in the state reserve.

The politician does not support the decision to register visitors to cafes and restaurants. In his opinion, it would be enough to ask to follow the rules.

“Registering people who come to the restaurant will violate people’s rights. The question is whether a person will present their data correctly,” said A. Matulas.

Surprised by the restrictions

Raimundas Pranka, director of the Lithuanian Association of Bars and Cafes, agreed that there may be places where the requirements were not strictly adhered to.

“Most of the members of the association have followed the rules even before the ministry was ordained. We, already knowing that we wanted to shorten the time, had a virtual meeting with representatives of the Ministry of Health, we discussed and decided that it was about an excessive matter. (…)

Last week we also agreed with the Municipality of Vilnius, we tightened the rules a lot, introduced compulsory registration and our colleagues created a registration program themselves. (…) However, it was decided from a clear sky that the principle of traffic lights and quarantine would be introduced ”, said R. Pranka indignantly.

According to him, such decisions show that the government does not trust entrepreneurs, especially in this sector. The head of the association is convinced that the decisions will have negative consequences.

“There will be illegal parties. (…) Another thing is the flow of people, now everyone will want to go to a bar, restaurant, disco, which will run until the 12th, automatically creates the possibility of traffic jams,” said R. Pranka.

You don’t feel the effects of focus.

Vita Petravičienė, a businesswoman working in the outbreak focus of the Raseiniai district, which owns the dumpling, said her business does not feel any influence due to the coronavirus outbreak.

“Only to a certain extent that the situation in the country somehow influences the flow of people, but because of the Blinstrubiškės house we do not feel the impact,” said V. Petravičienė.

His cafe is off the highway. The businesswoman realizes that the people of Raseiniai visit the cafe less and less often.

“People are afraid, (…) and there were cases in our cafe, we had to isolate the entire shift. However, in general, we do not feel much influence, because our main flow of customers is people from all over Lithuania in general, ”said V. Petravičienė.

Don’t wait for mandatory instructions

The Deputy Minister of Health, Kristina Garuolienė, explained that the risks are distinguished according to the epidemiological situation of each municipality.

“In accordance with the procedure established by the European Commission for the division of countries, municipalities are divided into three zones according to the traffic light principle according to the same principle. In municipalities that fall into the red zone, various activities must be restricted to reduce the movement and the possibility of spreading the virus, ”said K. Garuolienė.

Ieva Jagminienė, Director of the Association of Non-State Early Childhood Education Institutions, was pleased that her sector could still function. She taught that the bodies belonging to the association follow the recommendations even in the absence of mandatory instructions

“For example, last night, at ten o’clock in the morning, a mother called, told the director of the kindergarten that a case had been identified for the child, that this morning the entire kindergarten was isolated, without waiting for someone contacted us, and indicated something, ”said I.Jagminienė.
