The land on the banks of the Neris was previously returned to a large number of owners. Some of them are still in 2009. It asked the municipality for the possibility of construction, but previously the general plan has not changed, according to monitoring reports from the Vilnius municipality.

L.Kvedaravičius and K.Jungevičius have an old acquaintance, both do not hide it. When L. Kvedaravičius sued a company controlled by Šarūnas Marčiulionis regarding the debt, he transferred the claims of the creditors to the company UAB Geradaris, whose sole owner is K. Jungevičius.

We asked how we made changes to the master plan that would allow construction in the green area near Litexpo. The lawyer explained that the construction of recreational buildings in the vegetation-intensive area is also possible under the 2007 Vilnius city adopted master plan.

“We started buying plots at this location when Vilna’s planned General Plan already foreseen changes in residential construction at this location. These changes were the result of vendor requests for some parcels. We have nothing to do with these decisions. It was possible to consolidate the desired territory in one hand only in 2020, ”says K. Jungevičius.

The attorney says he learned from vendors that attempts to consolidate the area started in 2007. And there was more than one trying to do so, but the problem was not the prospects for the area, but the fact that the parcels had 25 or more owners. with different points of view, interests and expectations, and the smooth development of the area is only possible with the agreement of all the co-owners.

“The planned changes were known long before the company acquired these parcels. I suppose that the vendors (some of them) also,” replied K. Jungevičius.

When asked if L. Kvedaravičius, who participates in the municipal commission, who makes decisions that are useful to him, does not violate official ethics, K. Jungevičius replied: “I was never interested in the work of the commission and its composition. On the other hand, I do not remember that I would have revealed to L. Kvedaravičius that I was a shareholder of the company interested in any decision. “
