The Panevėžys Regional Prosecutor’s Office completed the pre-trial investigation and referred a criminal case to the court, in which the mayor of the Kupiškis district municipality, Dainius Bardauskas, and the director of the same district cultural center, Jolita Janušonienė, were charged Bribery and human trafficking. a group of accomplices and forgery.
The pre-trial investigation in this case was conducted by officials of the Panevėžys Board of the Special Investigation Service (STT) and was led by Dalia Markauskienė, Prosecutor of the Organized Crime and Corruption Investigation Division of the Regional Prosecutor’s Office of Panevėžys.

Janušonienė, head of the Kupiškis district municipality and director of the subordinate institution of the Kupiškis district, caught the attention of STT officials due to the “Stichija” festivals held in 2017, 2018 and 2019 near the Kupiškis lagoon . Based on the pre-trial investigation, they may have demanded and accepted bribes from representatives of various companies for exclusive business terms during festivals. The mayor of the Kupiškis district is also charged with inciting, and the director of the Kupiškis district cultural center, with falsifying documents. It is suspected that during the Stichija festival in 2019, the artists were paid a different amount for the concert than that specified in the contract. Other documents (merchant contracts) may have been falsified.
The Criminal Code of the Republic of Lithuania establishes a fine or imprisonment of up to 7 years for bribery. The effect of trade is punishable by a fine or arrest, or imprisonment for up to five years. Forgery of documents is punishable by a fine or arrest, or a prison sentence of up to three years.
The case was transferred to the Panevėžys Regional Court.
