Businesses can submit a standardized request form via My STI (My STI; Other Services; Completing a Listing Request Due to Financial Hardship Due to COVID-19).

Regardless of when the application is submitted, the aid measures will be applied to the company from 1 January once the application has been granted.

“In the application, the payer must indicate the main activities carried out and provide performance indicators: income, assets and liabilities from the two previous reporting periods,” says Irina Gavrilova, director of the Arrears Management Department at STI, noting that if the payer cannot provide all the requested performance data because, say, the business is operating for the first year, etc., enter 0 in the data field.

The list may not include taxpayers who:

  • does not meet the minimum criteria of a reliable taxpayer;
  • they are bankrupt, bankrupt, liquidated, their liquidation has started;
  • at least one of the economic activities carried out is classified as financial or insurance activity;
  • no employees were employed by the company on the first day of the month of filing the application (when the company is a public limited company, private limited company, agricultural company or public institution).
  • the legal entity is insolvent (the liabilities of the legal entity exceed the value of its assets).

The tax administrator has the right to request additional information for the examination of the application. The information provided by the payer and available to the STI is evaluated.

The STI recalls that the Ministries of Economy and Innovation and the Ministry of Social Security and Labor have approved the list of restricted activities of the NACE, taking into account the operational restrictions set during the autumn quarantine, and the STI has prepared and published a new list of companies subject to tax aid measures for the next six months.
