He said that one of the biggest problems in handling the crisis were the “two centers of power,” that is, the prime minister and the health minister. A. Dulkys herself has also previously stated that she supports this view of I. Šimonytė.
The Chief of State Operations for Emergencies makes all decisions related to the management of emergencies at the state level that do not require collegial decisions, that is, supported by other people, from the Government.
At the end of October, the previous government presented to the Seimas a new version of the draft Civil Protection Law, according to which all civil protection issues would be consolidated in the Fire Protection and Rescue Department (PAGD). Other structures mentioned would also be abandoned, both the SSC and the State Emergency Operations Center.
