According to the Government, one of the reasons for non-reporting is that many legal entities no longer function but have not been registered.

The report states that legal entities are reluctant to unsubscribe, even though they are no longer in business, as the registration cancellation process takes approximately 1.5 years and must therefore be reviewed. Furthermore, the liquidation cost of a legal entity is now € 63, which would be reduced to € 17 according to the provisional law.
