I.Šimonytė hopes that in a week we can switch to a lighter C2 quarantine mode: what would change?

On Wednesday, the cabinet decided not to discuss key issues to relax the quarantine regime, arguing that everything would be decided in a week, while the duration of the quarantine was extended.

“If all goes well, we may be able to talk about the C2 scenario,” I. Šimonytė told the government meeting on Wednesday.

What does this scenario imply?

As already announced, when deciding on the release from quarantine, the government will take into account two figures: 100,000 new cases. the number of people in the last 14 days and the percentage of positive tests for coronavirus.

According to the Lithuanian Department of Statistics, the number of new COVID-19 cases is 100,000. the population is currently 251.3.

The facilities of scenario C2 mentioned by the Prime Minister could be discussed in the case of 100,000 new cases in 14 days. the population rate would reach 150-200 cases and the number of positive tests would be 4 to 10 percent. This number is currently 7.2, so we are already reaching this figure.

Previously, the Cabinet of Ministers approved a plan to facilitate the quarantine regime, which foresees that the quarantine would look like this when the figures for Scenario C2 are reached:

Household contacts

We couldn’t expect a change in this area yet; The same contact ban would apply, except for so-called ‘social bubbles’, where a single person keeps in touch with a family but the ‘bubble’ avoids all other contacts.

Movement of people within the country

Restrictions on movement between municipalities can be lifted depending on the performance of each individual municipality.

On Wednesday, I. Šimonytė expected the numbers to unify during the week and it would be possible to talk about reducing restrictions in all municipalities in the ring, and not just in several.

Health activities

As now, scheduled services are provided on an unoccupied bed basis and through vaccination, testing, and flow distribution.

Activities of health services centers

As now, it is prohibited.

Higher education, vocational training

Vocational training and higher education will continue to be delivered remotely, with some exceptions.

General education

Once the indicator has been reached, initial training could be organized in person or mixed, ensuring the requirements and testing of the Operations Manager’s decisions, vaccinating teachers as a priority issue.

Graduates, like now, would have to study at a distance.

Preschool education

This education is now recommended for those children whose parents do not have access to distance education. When better numbers are reached, all the other children could go back to education.

Non-formal education for children and adults

Renewal of practical driver training and driving tests, combined with renewal of driving instruction.

Catering establishments

Still no mitigation: like now, just takeout.

Trade

The area of stores that can operate would be increased. Now they can open stores with an area not exceeding 300 square meters.

Once Plan C2 is achieved, the government could allow stores to open up to 1,500 square feet, but the requirement that they have direct access to the field will remain. Such as the requirement to provide an area of 20 square meters per visitor.

Services

Nothing would change: the provision of services is allowed if an area of 20 square meters is provided per recipient of the service.

Meetings of people, events

It is possible to open galleries, museums, exhibition spaces, library reading rooms, ensuring that no more than 2 people or a family gather.

Events that don’t get out of the car could also be allowed.

In cases where activities are carried out indoors, a requirement of at least 20 square meters per person must be met (in cases where the total area is up to 20 square meters, one person).

Works

The telecommuting requirement would remain, unless possible.

Prisons

Short dates may be allowed.

The use of masks

The quarantine reduction plan stipulates that we must wear masks outdoors for a long time, until we reach fewer than 25 cases in 14 days. population indicator.

But you may not have to wait that long. Professor Mindaugas Stankūnas from the Department of Health Management at the Lithuanian Health Sciences University (LSMU) recently announced that it might be decided to wear masks outdoors.

“In practice, a common position has been formed that the improvement of the epidemiological situation allows reducing the current requirements for the use of masks before use: 1) in all cases when we are indoors; 2) In open areas where a distance of at least 2 meters cannot be maintained. I think it is only a matter of time before this wording takes effect, “he wrote on Facebook about what was being discussed at the Quarantine Group meeting.

The prime minister said Wednesday that the government will take into account the suggestions of experts on the matter.
