Estonia, Austria and Italy are expected to contribute this week. Next week, the EU digital COVID certificate will be launched in Portugal.
The Ministry recommends that travelers verify the information on the destination country’s requirements for arrivals.
“It will be possible to use a digital certificate to travel within the EU and the European Economic Area. It is designed to facilitate travel, to allow some countries to better recognize the health data of other countries: vaccination, relapse, tests.
But the requirements are still valid. It will be relevant to follow the requirements of each state, “said Ž.Sonaonaitytė.
Who can get a digital certificate?
According to the current requirements for travelers in Lithuania, the EU digital COVID certificate is valid for those who arrive or return to our country:

It will work with a QR code
It was asked why Lithuania has stricter requirements for travelers vaccinated with AstraZeneca, but people vaccinated in the country can use the passport of opportunity more freely, four weeks after the first dose, Ž. Simonaitytė stated that this decision was made due to mutations in the virus.
“Only people who have been vaccinated with both doses are fully protected and have a much lower chance of becoming infected. And the more we travel, the more likely we are to find a mutation in the virus. Therefore, we apply slightly stricter requirements.” He said.
According to current regulations, isolation is also mandatory for children, despite the fact that they come, for example, with vaccinated parents who do not need to do so.
According to the vice minister, it is planned to review this procedure, since the epidemiological situation did not allow it before.
“We couldn’t afford not to use isolation,” he explained.
The EU COVID digital certificate will also be valid for 180 days from the date of the PCR confirmed diagnosis of COVID-19 and in the case of a negative COVID-19 test result. It will work for 72 hours. Of sampling.
Ž. According to Simonaitytė, Lithuanian travelers will be reimbursed for tests in the same way as for obtaining a passport for opportunities.
“We do not see any problems and we will compensate the preventive tests to use the European COVID certificate,” he said.
According to the deputy minister, the requirements for isolation conditions will be reviewed in the near future. They should be applied on the basis of the “traffic light” principle that already exists.
Specialists or other officials of the National Center for Public Health will be able to verify the validity of the EU COVID-19 digital certificate and scan the information contained therein in the near future by scanning the QR code with a special application.
Entrepreneurs and domestic service providers must verify the document in the same way as they have so far verified documents submitted by foreigners proving vaccination, illness or a test and its period of validity, taking into account the requirements for quarantine measures more forgiving.
According to the ministry, the COVID-19 digital certificate contains only the necessary basic information: name, date of birth, relevant information about the vaccine, test or disease, and a unique identifier. Visited foreign countries cannot store this information.
For the purposes of verification, only the validity and authenticity of the certificate is verified; it is verified by who issued and signed it. All health data will remain at the disposal of the Member State that issued the digital certificate.
When the technical works are completed, Lithuanian residents will be able to use the EU COVID-19 digital certificate when traveling to other EU or Schengen countries. The Ministry of Health undertakes to notify in advance.
The EU digital COVID-19 certificate for Lithuanian residents will be intended not only for travel to EU countries, but also for power within the country, providing the same advantages as the passport of opportunities.
However, in Lithuania, residents are encouraged to use the passport for internal use due to the simpler inspection process. Furthermore, to manage the risk of imported cases and minimize the introduction of possible virus mutations in Lithuania, the terms of the EU digital COVID-19 certificate are more stringent.
The EU digital COVID-19 certificate will be issued free of charge in the national and English languages. Lithuanian residents will be able to download it independently in PDF format from the health portal www.esveikata.lt. Both digital and paper versions of the certificate will be available. A mobile application will also be introduced for this certificate.
Those who do not have access to electronic means of communication will be able to contact their GP for the issuance of a digital EU COVID-19 certificate.
