As of May 1, only vehicles that have an owner’s declaration code (SDK) will be able to be sold in Lithuania. After the transaction, it is necessary to declare the change of ownership before the new owner registers the vehicle in your name.
This must be done by both the buyer and the seller, who have a total of 5 business days to complete said action. The buyer must first apply to the “Registry” and submit a declaration of acquisition, then, after verifying the data, it must be approved by the seller.
Once this is done, the new owner of the vehicle receives a new SDK code, with which it is now possible to request the registration of the vehicle, that is, the granting of permission to participate in public traffic.
Citizens who want to get a single code have been in trouble for some time. Access to the Regitra branch is a luxury, it is not possible to register for a visit either by phone or online. The new rule, which took effect the moment it was possible to queue at Regitra branches, caused even more chaos, with queues of outraged customers constantly stretching out here.
Problem solved, but not Regitra
Lithuanians who have been eliminated by long lines at Regitra branches are already offering a solution to the problem. “Nesnausk.lt will find a place to visit the” Regitra “as soon as it is available!”
Nesnausk.lt is a service for clients who cannot access Regitra. Those who want to get a place to visit at the Regitra branch, but do not have the time and patience to wait for it to be released, can buy it for as little as 3.99-5.99 euros.
The idea came from being stuck in a queue.
As Tadas, founder of Nesnausk.lt, commented to the news portal “What’s Happening in Kaunas”, the idea of creating a website with the help of guaranteeing a place in “Regitra” came up when he had to deal with long lines.
“I also found long lines at the Regitra when I checked in the car. I tried to sign up for a pre-visit to the department, but every time I opened the form, there were still no seats. With a minute to spare, I kept checking, but only managed to get a spot after a couple of days of testing. Hence the idea to create Nesnausk.lt was born. I was looking for ways to facilitate the booking and decided to share this problem with other people, “said Tadas.
When asked how the service that detects vacancies for a visit to the Regitra works, the founder of Nesnausk.lt affirms that the system automatically detects vacancies.
“It is more difficult to get a place less than 3 days before the desired visit, people rarely cancel reservations. But sometimes you manage to get a place even the next day. Unfortunately, there is no guarantee that you will be able to find a place. place on a given day, because the place may not be available. I try to give people an alternate time if they can’t find a place, “said Tadas.
At the same time, the man points out that certain services in the Registry have different duration. “For example, registering a car imported from abroad takes 40 minutes and issuing certificates only 10 minutes. It is easier to get a place for short-term services,” he said.
The founder of the new service is glad that the project has been running for only a few weeks, but during this time several dozen people from all over Lithuania have already applied.

According to Regitra’s spokesperson, Emilija Bardauskienė, the company is aware of the service offered by Nesnausk.lt and has already taken the appropriate measures.
“We have informed the State Data Protection Inspectorate and the State Tax Inspectorate about this, so that they evaluate the legality of such activities according to their competence. We are unequivocally opposed to the provision of such services and the disclosure of personal data to third parties ”, commented E. Bardauskienė.
He pointed out that the platform may not be reliable, its administrator is not clear about it, so there is a high risk that personal data may be misused or even for illegal purposes. Plus, it can simply be a way to save money.
“We urge customers to be vigilant and not disclose their personal data to third parties in any way and to contact Regitra directly for services. We are analyzing the situation and in the near future we plan to take additional measures that would interrupt or prevent trade completely in some places ”, emphasized E. Bardauskienė.
Employees are sent to Kaunas
According to the Regitra representative, the company aims to manage customer flows more efficiently. In May, Regitra opened more service windows without prior registration. Regitra is taking other steps to serve clients more quickly. Human resources are being increased throughout Lithuania.
“Speaking specifically of Kaunas, 2 teller-tellers and 2 vehicle registration specialists have already been selected here. The highest flows are noticeable after the weekend, so employees are sent to Kaunas from smaller surrounding subdivisions when their days are off. Well, and the flows are slowing down over the course of the week. Normally, all clients who arrive without pre-registration are attended to until the end of the working day ”, says E. Bardauskienė about the peculiarities of work organization.
He urged to take into account that the quarantine is still in effect in the country at the moment and that there are some restrictions.
“We have to take security measures by regulating the number of customers in the service room at the same time. For this reason, we may ask some customers to wait outside, so that this can visually create the impression of a greater flow of customers.” a Regitra representative commented, adding that he thought the situation was improving.
“We see that the new order and other measures that are being implemented allow us to serve more customers, the situation is gradually improving,” said E. Bardauskienė.
Some services are available online
According to E. Bardauskienė, the pre-registration for the visit to the Regitra branch shows a two-week schedule, and the number of places is filled daily. However, if the customer has not found the closest convenient date in the selected unit, they can enter the unit without registration, and many vehicle registration services are available directly online.
“There are some services that require you to come to the unit. One of them is the registration of imported vehicles from abroad, during which the identification is made. However, it is noted that some people go to the branch, although the service could be obtained just online, ”said a Regitra representative, inviting customers to use electronic services more actively.
He stressed that Lithuanian residents can download the SDK code in the electronic system for free. It is also possible to remotely register a vehicle previously registered in Lithuania, ask for license plates or registration certificate instead of lost / damaged ones, etc. Electronic orders are delivered by courier or at the nearest ATM.
The new vehicle owner accounting system was launched on May 1, and in less than two months, 133.6 thousand SDK codes have been issued, and in the electronic space alone: 87.7 thousand or about 66 percent Regitra reports.
