“I think our commission will try to gather these facts and then we will see what we will find according to the articles, because the Ethics Commission verifies such facts that have appeared in the public space and then already draws conclusions and recommendations for the members of Seimas,” he said.

The President of the Commission also indicated that the Ethics and Procedures Commission has the right to initiate a political trial.

“We, as the Ethics and Procedures Commission, can initiate this process if we see that there are incompatible responsibilities that could lead to impeachment,” he said.

According to the chairman of the Ethics and Procedures Commission, even if A. Guoga succeeds in resigning the mandate of a member of the Seimas before the next session of the Commission, the commission headed by A. Norkienė will continue to try to examine the situation.

“I would at least suggest that the commission still consider this issue as a recommendation to other members of the Seimas, so that we have an explanation why there are no such precedents in the future,” emphasized A. Norkienė.

For his part, the chairman of the Public Order Committee, Stasys Šedbaras, also agreed with the opinion that considering that the question of the mandate of the Seimas member of A. Guoga can be postponed, the question of impeachment is relevant again.

“I think we should return to this issue, because if it turns out that he is delaying, he applies to the CEC, but he does not come himself, it is new information and must be considered. Impeachment is also something like this: at any time, if you declare your resignation, the impeachment is terminated. “To what extent that process would make sense is also a question here,” he said.

The CEC did not revoke A. Guoga’s mandate as a member of the Seimas

On Thursday, the Central Electoral Commission (CEC) did not revoke the mandate of Antanas Guoga, a member of the Seimas, as he was unable to physically attend the session.

“It just came to our knowledge then. The law unequivocally states that a member of the Seimas must attend a meeting of the CEC. Not just show up, but repeat your request out loud. That is, you voluntarily decided to resign from the mandate of a member of the Seimas. It is the honorable Mr. Guoga who has not come to the session today nor has he been able to repeat his request aloud in any other way. There can only be one solution: not to comply with the request. On January 19, A. Guoga informed the CEC members that he would not be able to attend Thursday’s meeting, where he was scheduled to discuss the issue of resignation. For this reason, businessman A. Guoga, a member of parliament with the Labor Party, asked to postpone the process of termination of his mandate as a member of the Seimas until the beginning of March.

On Wednesday, Darbietis also informed the Seimas Board that he was going to a country outside the European Union for personal reasons.

Guoga has said that he has decided to resign as a member of parliament because, according to him, it is no longer possible to implement the promises made to the public before the Seimas elections.

ELTA recalls that on January 14, the Canadian company Cypherpunk Holdings circulated a message that the Seimas member A. Guoga had returned to the position of head of the company. The term of a Seimas member cannot be revoked until a meeting of the CEC has been held. Under the Constitution, members of the Seimas are prohibited from holding any other office and may be subject to impeachment.

If A. Guoga decides to resign from his parliamentary mandate, Artūras Skardžius, who has worked at the Seimas for several periods, should take over.
