The document emphasizes that restrictions, even when specific morbidity rates are reached, are only released if people undergo industry testing and safety requirements set by the operations manager are met.

Among other things, only in the case of the green scenario would it be planned to completely eliminate restrictions on movement between municipalities; in all other scenarios, movement would be restricted either at the national or municipal level according to their morbidity rates.

SCENARIO C
