Initially alleging that he was unable to communicate with journalists due to his procedural status, A. Ribnikov later changed his mind and contacted the Delphi journalist.

Minister: No one questioned me

According to A. Ribnikovas, his current company “Sodžiaus būstas” renovated the current house on Trakų Trumpoja Street, for which the Minister of Transport J. Narkevičius allegedly did not pay 400,000 litas at the time, the woman says after getting up after the wedding, in the 1980s.

Minister J. Narkevičius shows invoices issued in the name of his mother in 2008-2009. Among the dozen bills for “windows,” “ceilings,” “wall insulation” and more. – two from Sodžius Būsto, for amounts of 63,000 LTL and 27,000 LTL. They are written “for home repairs”.

He claims that, although according to the media, a pre-trial investigation has been ongoing for some time, no one has questioned him, neither he nor his wife.

In addition to the invoices, there are also receipts of receipts with the name handwritten next to I. The name of Narkevič “by attorney Jaroslav Narkevič” and the signatures: J. Narkevičius and A. Ribnikov. The receipt is also sealed by Director A. Ribnikov.

When asked why journalists did not show these bills, Minister J. Narkevičius replied that no one had asked for them.

“The questions were about some schemes,” otkatus “, about kindergartens in Vilnius and for me, about parcels inherited from my parents. The spouses do not hide the fact that the relationship with A. Ribnikov faded around 2017, when the businessman divorced his wife.

“We sided with Valentina because he took everything away from her and she still wanted to get out of the garden cabin that her parents left and throw away half of her debts. Since then, the relationship has been broken, so to speak, “said I. Narkevič.

When asked about “otkatai” schemes, J. Narkevičius says that when he started working at the Vilnius City Municipality Administration in 2007, he found a budget planned by former Mayor Artūras Zuokas, which provided around LTL 20 million for education for the repair and granting of educational buildings.

“We then calculated that only a small number of schools and kindergartens would be privately repaired because prices rose in estimates and would still acquire the right to buildings for several decades. Then the Council changed that plan and, in accordance with the new procedure, we repaired around a hundred educational institutions, ”said J. Narkevičius.

He denied having helped A. Ribnikov win public tenders, because “nobody allowed me to join them, the same institutions organized them.”

Do you “remember” the alleged debt in case of financial difficulties?

J. Narkevičius calls the alleged debt for the repair work on the house. Ribnikov’s attempt to benefit himself and his business.

Currently, businessman A. Ribnikovas manages his company Kietaviškių statyba. The company established in 2011 acquired construction equipment from the bankrupt company Sodžiaus Būstas. Under what conditions bankruptcy administrator UAB Geraldis sold it to the new company from the bankrupt company’s boss is not disclosed.

As can be seen from the public court search system, A. Ribnikovas’ current company “Kietaviškių statyba”, which by the way can also boast of the abundance of public tenders, is currently financially extremely strenuous.

A. Ribnikov himself does not hide that his business has serious challenges.

As can be seen from the publicly available information in the court information system, in 2016 A. Ribnikovas “Kietaviškių statybai” was tried to file a bankruptcy case in court, but then the process was canceled.

Why, then, when difficulties arose, did the businessman not apply to J. Narkevič, who was a member of the Seimas, and did not demand to cover the debt to repair his parents’ house?

To this question, the businessman replied very vaguely: “Maybe it was not the time yet, and then I was oppressed here and elsewhere. You know, he is still an entrepreneur, little by little.”

Already after the STT pre-trial investigation into the alleged corruption and “otkatai” of Minister J. Narkevičius began, A. Ribnikovas established another company: UAB Audraleksa. The latter was established on April 14, 2020.

Delphi He contacted Gerald Ūsel, the former administrator of Sodžiaus Būsto, but was asked about the company’s former bankruptcy, which allegedly includes invoices issued and not paid to the Minister of Transport J. Narkevič for more than 100,000 euros, then a huge remuneration: 100,000 litas per the company’s bankruptcy procedures. G. Ūselis, who received the agreement, suddenly lost his memory and said that he did not remember what debts he had, to whom they sold it or under what conditions.

After promising to clarify the information and provide it the next day, the bankruptcy administrator simply did not answer the phone.

The lawyer demanded an alleged debt of 26,000 euros.

However, the former bankruptcy administrator for Sodžius Būstas is unlikely to forget the bankruptcy procedures handled five years ago.

The Minister of Transport and Communications, J. Narkevičius, says that he has asked prosecutors for defamation, while his wife Irena, for extortion of money.

On April 3 of this year, I. Narkevič received a written request dated April 1 from Valdas Bivainis, a lawyer working in the Utena district.

“It just came to our attention then. Irena Narkevič’s registered claim states that on February 2, 2010, that citizen acquired 88,533.50 LTL (EUR 25,646.87) of Irena Narkevič’s debt with UAB Sodžiaus būstas from the bankruptcy administrator. The summons requires the payment of arrears and interest before May 1 of this year, otherwise the summons will go to court On May 3, Ms. Irena Narkevič received a repeated call for payment of the alleged debt, to which he replied in writing to the citizen that he owed him nothing and had never done so, “said Juozas Čivilis, a lawyer representing the Minister of Transport in a defamation case.

The lawyer noted that the initiator of the bankruptcy of Sodžius Būstas was A. Ribnikovas himself, and his other company, Kietaviškių statyba, acquired a part of the assets of Sodžius Būsto in bankruptcy under potentially very favorable conditions.

“I am amazed that the bankruptcy case of the then Sodžius Būstas has proceeded at an enviable rate, completed very quickly and successfully discharged. I mean, the documents were well ordered, and now it will be interesting to see if those documents, more precisely, the list of creditors whose order cannot yet be found in the judicial information system contained something of the Narkevičius family, and what steps the bankruptcy administrator took at the time to – LTL 400,000, as now discussed, was would recover from the debtor.

If old Irena Narkevič, who was still alive at the time, was not looking for debt, but instead sold it to the lawyer Valdas Bivainis, then the question of criminal liability for the bankruptcy administrator arises here. Delphi He contacted V. Bivainis, a practicing lawyer who lives and works in Utena.

He confirmed that he had submitted a claim to pay the debt, and also confirmed that he had acquired a portion of the debts of the clients of the bankrupt company of Sodžiaus Būsto, i.e. Irena Narkevič’s unpaid invoice of October 29, 2010: an invoice in the amount of 88 thousand LTL.

However, attorney V. Bivainis said he could not say anything else because, as he suggested, he was questioned in the pre-trial investigation.

He confirmed that he had “known A. Ribnikov as a former police colleague for a long time.” A. Ribnikov himself Delphi He did not hide from the journalist that during the bankruptcy proceedings of Sodžius Būstas, he asked an old acquaintance to buy back part of his debts, so as not to lose the entire business.

“The circumstances are very simple. When the bankruptcy administrator of the company began to criticize me, an actor appeared who bought part of my debts and continued that work, and after bankruptcy he was preparing to thank me and demand money in some way. And then I took care of this problem and told the caller (V. Bivainis – aut. Past) to ask how to buy. Because there were no fully formed papers, there were no other secondary firms, maybe not all of them went through accounting. I don’t remember now. And to protect himself, he did.

Because I had no right to acquire that debt. It was a cover for my butt from others and some hope that maybe I will get back at least some of this Mr. Jaroslav Narkevičius, “wrote A. Ribnikov in an open text about the trick invented in 2015.

An interesting detail is that V. Bivainis, a lawyer who claimed a debt of several tens of thousands of euros from the wife of the Minister of Transport and Communications, Irena Narkevič, after five years, participated in the elections of the Utena Municipal Council in 2007, on the electoral list of the Unión de la Patria political party. As a former border guard of the Ignalina Border Guard, in 1992 the then president of the Lithuanian Supreme Council, Vytautas Landsbergis, awarded him the Commemorative Medal of January 13.

Rapporteur status granted

Mr. Ribnikov received rapporteur status at his request in mid-March of this year.

The LRT Investigation was published on Thursday of last week, as if by accident, coinciding with the two-month period specified in the Code of Criminal Procedure, during which the pre-trial investigative institution must make initial procedural decisions in the course of the investigation.

This communication trick, to filter pre-trial investigation material before deciding to end it, is often used by law enforcement officers when evidence in the resounding investigation is lacking to substantiate the crime.

Ribnikov: my students were Skvernelis, Bartkus, Gaižauskas
