Mr. Paluck, how do you think the authorities should look for other solutions?
Mr. Paluckas: The advice is easy to share, but the responsibility for the decisions made today rests with the government and the ministers, because the Seimas does not really make decisions about the application of restrictions. These are tactical matters over which government structures have authority.
One thing is worth discussing in my head. A mistake was made when entering a passport to opportunities, which became a bonus for those who were vaccinated and those who were not quarantined. It was with this instrument that an attempt was made to pressure citizens to increase the vaccination scale.
We all aspired to them, but the reaction was the opposite. Today, we are seeing a more conflictual society and I do not understand the benefits that have been given to passport holders. If even a few weeks ago, when we had fewer illnesses, you had to go to the movies with a mask, you couldn’t buy popcorn or a drink, then today, roughly speaking, it could be a full room. All without masks, all bodily fluids are shared, lubricated, forgiven by expression.
Even among vaccinated people, the spread of the delta strain (asymptomatic form or mild illness) means that the virus must continue to spread through the environment. As an alternative, it would have suggested that they all be subject to a common, established and normal procedure for the provision of security services and the sale of goods.
We have that experience of past waves when, whether in beauty salons or elsewhere, we had a clear algorithm on how to behave and we all behave the same. After that, of course, we pointed out when was the summer season when everyone thought the virus was gone and there were few.
In my opinion, the passport of opportunities is the mistake that has divided society and certainly does not contribute to a better epidemiological situation in Lithuania.
Do you mean that a passport of opportunity was not necessary at all, or that all restrictions must remain for those who have a passport of opportunity?
Mr. Paluckas: In my head, the passport of opportunity will bring us, it will bring us sooner, maybe we would have come without it, but it will take us to quarantine sooner. Quarantine of one scale or another, when there will be more extensive restrictions, of which both the Prime Minister and the representatives of the Ministry of Health speak very shyly.
The Passport of Opportunities also contributes to this. It is not possible to tell such numbers that some may walk with less protection or make less effort to protect themselves and others. The point is not that you catch the disease yourself or contract it more easily, the danger is that you can become an asymptomatic carrier of the virus and thus transmit the disease to those who have not been vaccinated for some reason.
Deputy Minister, is there any restriction or redistribution of traffic in public transport?
A. Bilotienė Motiejūnienė: We talk about traffic and we only talk about urban transport. If we talk about interurban, then today there are already restrictions on the number of people, and urban transport only has safety, hygiene and flow measures as a recommendation.
But it will talk about traffic, because at certain rush hours, a lot of people go by public transport to work in science and things like that.
What can the government people expect in the coming weeks?
A. Bilotienė Motiejūnienė: Together we will hear the news. The situation will be monitored and responded to changes. Today, I cannot say that with that number, there will be such a limitation.
