The resolution was adopted by 465 votes in favor, 150 against and 67 abstentions.

On the other hand, the EP welcomed the “historic” agreement to create € 750 billion. The EU Economic Recovery Plan after the Coronavir Pandemic Recession Fund, adopted at the EU summit from July 17 to 21.

MEPs paid tribute to the victims of COVID-19 and the workers who fought the pandemic, stressing that, in such unprecedented circumstances, Europeans had a shared responsibility to show solidarity.

MEPs oppose cuts in funding for prospective programs, as “this will undermine the foundation for a sustainable recovery.” According to them, there is a risk that funding for the EU’s flagship programs on climate change, digitization, health, youth, culture, research and border protection will run until 2020-2021. It will drop sharply, and from 2024 onwards. the overall EU budget will be less than in 2020, “jeopardizing the EU’s commitments and priorities.”

“The EP will not automatically approve the European Council agreement and it is ready to oppose a long-term budget until an acceptable agreement is reached in future negotiations between the EP and the Council,” the resolution said.

MEPs are convinced of the need to reach an agreement by the end of October at the latest to avoid obstacles from 2021. launch new programs. If this is not achieved, the TFEU foresees the possibility of a temporary extension until 2020. The validity of the budgetary limits.

The EP also calls for a legally binding review of the EU’s multi-annual budget by 2024 at the latest. covering the period 2025-2027. the application of additional own resources and the achievement of climate policy and biodiversity objectives.

MEPs deplore the drastically reduced share of grants in the Recovery Fund and demand that Parliament fully participate in the implementation of this instrument, for which the chosen legal basis does not give the EP a formal role. According to them, EU leaders failed to solve the problem of paying the debt of the Economic Recovery Fund. In addition to further cuts in funding for EU programs or increased contributions from EU countries to the EU budget, new EU resources are “the only way to pay off debt acceptable to Parliament” . The EP will not accept a multi-annual budget without an agreement on new resources until 2021-2027. to guarantee the credibility and sustainability of the debt recovery plan of the Recovery Plan.

The EP also deeply regrets that the European Council has significantly weakened the efforts of the European Commission and Parliament to uphold the rule of law, fundamental rights and democracy in the implementation of the multi-annual EU budget and the economic recovery plan.
