According to her, the court also noted that the builders themselves had not proven that the “Moscow House” would not pose a threat to national security.

In July 2020, the Vilnius Regional Administrative Court also rejected the builders’ complaint about the non-issuance of a building permit. According to him, the decision of the municipality to refuse to coordinate the building’s design proposals, based on information from the State Security Department (SSD), is justified.

The Moscow House of Culture and Business Center, the public institution that built the Moscow House, asked the court to reverse the municipality’s decision to reject the building’s design proposals and force it to reconsider them.

Later, the municipality explained its opposition to the construction because it had received information from the SSD that the function of the project represented a risk to the security of the country. In 2018, R. Šimašius said that “the object is a propaganda tool of the Kremlin and represents a threat to the national security of Lithuania.”

The 2017 SSD National Security Threat Assessment states that the prospects for the Moscow House project in Vilnius “have relatively high symbolic and practical significance for Russia as a potential instrument of its influence, compatriot politics and public diplomacy. “.

The builders had to obtain the permit again after in 2016 the Vilnius City District Court partially satisfied the claim of the Building Inspectorate and revoked the building permit issued in 2008.

The builders, in turn, had to redesign the project within three years, obtain a building permit and reduce the building to one floor. The deadline for obtaining the building permit was on November 30, 2020 and for the demolition of the building, on May 30, 2021.

In March 2020, the Vilnius Regional Court decided to extend this deadline for two years.
