The minister said there was so much material that he had to meet again with the head of the NVSC. However, he is not running the meeting through the bureaucracy but through a conversation between the two leaders and expects the leader to make the decision himself.
“I think we were operating in crisis and the people in your organization should not become hostages to the mistakes of the work organization or the manager, personally I see big problems and I suggested to Robertas Petraitis that the best option would be to resign from his current position. . They asked me to give myself time to think and we agreed that I would wait for their response until Monday morning, “said A. Dulkys after the meeting.
The Minister said that the management of the situation had already been disclosed and the threshold at which such decisions had to be taken had been reached.
“I thought about it very well and emphasize today that the entire history of the organization, especially during the crisis, is full of all kinds of situations, but I believe that we have reached such a scale that we have to cross the Gordian knot. It is the responsibility of the leaders and managers to evaluate such situations, not to seem dry legally, dry bureaucratically ”, explained the Minister.
Official investigation threatened
When asked if he had the legal clout to fire the manager himself, A. Dulkys suggested doing everything consistently.
“Throughout history, there have been legal, organizational and managerial problems. I thought it would be very fair to consider this path without embarking on a journey of something.”
If R. Petraitis states that he does not want to retire, A. Dulkys recalled that the relevant laws are in force in the civil service.
“It just came to our knowledge then. As I have the opinion of the experts, it is evaluated, it is very likely that later it will take more bureaucratic actions in the order prescribed by the specialists. (…) The material shows that there is such a possibility that certain work errors have been made, which should be evaluated already during the official investigation, ”said A. Dulkys, but did not want to go into more specific details about those errors.
According to A. Dulkis, the contribution of each organization in the management of the pandemic, but at least for the moment, the organization can no longer make a significant contribution because the management of the situation has been made known.
“When there are so many cases, we are late for tests, isolation, contact tracing, then the team is demotivated because their work loses meaning, because looking for contacts on days 3 and 4, when the virus is already spread, is irrelevant for the people”. .
Said responsibilities didn’t shake
The portal tv3.lt recalls that the Ministry of Health announced last week that 804 unaccounted deaths related to the coronavirus were detected during the digitization of NVSC activities. Last Tuesday, A. Dulkys discussed the situation with Robertas Petraitis, but said that he was not convinced by the answers of the head of the NVSC, so he asked to present them in writing.
In a press conference held on Sunday, R. Petraitis announced that there were significantly more deaths unaccounted for: 1,171, but assured that the situation was not due to the fault of the institution he ran, but to the lack of timely information from the hospitals.
The NVSC chief said he was waiting for the results of the evaluation, but did not remove responsibility.
“I will wait until the shortcomings of my activity or that of the institution are identified and then I will evaluate it and make a decision. I really do not renounce responsibility, I am responsible for organizing the activities of the institution and, if necessary, I will assume it, “he said Tuesday.
At the same time, R. Petraitis emphasized that NVSC specialists are currently facing particularly hostile public backlash after a critical assessment by politicians.
“The contribution of the NVSC to the management of the pandemic was said to be small. By this I mean that both the NVSC staff and the personnel who assist them call the sick, interview them and face a particularly hostile reaction and do not want to provide information to the NVSC.
If people do not follow the instructions of NVSC specialists, do not answer their questions, there will be a great threat to the management of the pandemic. Because of such public undermining of the institution’s work, employee motivation also diminishes, ”he added.
