A. Dulkys presented a specific 3-point plan in the Seimas on how the new Government will handle the coronavirus.
“Today is a very important day for us to launch our action plan for the management of the coronavirus in a good 4 hours. As soon as the Government receives authorization, the ministers will take the oath and we will complete the first procedures in the ministries, our plan will begin to work immediately, ”said the future minister.
He made public the objectives of managing the coronavirus situation.
“We want to invite everyone to a concerted effort and to one of those three-component goals. The first thing is that we will do everything possible to track the cases and isolate those who have had contact within 48 hours, ”said A. Dulkys.

The politician said that the situation at this time was threatening.
“We will do everything possible to ensure that the percentage of positive tests does not exceed 5 without reducing the volume of tests. We currently have a threatening situation when this figure exceeds 20 percent,” said the minister.
“And we will do our best to keep the number of cases below 200,” he said.
“And the third thing is that we will do everything possible to prevent 100 people from infecting more than 100 more people. This means that the effective reproduction index R of the virus would not exceed 1. It is currently 1.2-1.3”, said the future minister.
According to him, it is important to achieve all the objectives set, not just one of them.
“It is the combination of these three objectives in one essential message that is our main objective. And it is not enough to achieve these indicators alone, they must all be achieved together. And if we do that, we can say more that we have defeated the virus. We can say that we have returned to a situation where we can manage it ”, explained the future minister A. Dulkys to the journalists of the Seimas.
He announced that Prime Minister I. Šimonytė would meet with experts on Friday. A government meeting should also be held in the near future to make the necessary decisions.
He highlighted 5 areas where change awaits first
Speaking of the possible specific measures that the population should expect, Dulkys said that they will be related to five areas: movement of people, preparation for the vaccination process, organization of work in medical institutions, stabilization of social care homes and optimization of the Center National Public Health.
“I cannot say anything about educational institutions today, I just want to emphasize that decisions about these institutions will be made in consultation not only with the medical community, but also with experts in education,” said A. Dulkys.
Experts already propose limiting possible contacts between the two families during the coming Christmas. Dulkys said he agreed with this opinion, but that the Cabinet of Ministers would have to decide on everything.
“It’s one of those things here where I hear it. It will be very important for me to hear the opinions of the experts. “What I have already heard from the group of experts who participate in the meetings organized by the Presidency, convince me personally, but we will discuss them and the entire Cabinet of Ministers will decide,” said A. Dulkys in the Seimas on Friday.
The new restrictions were due to take effect yesterday.
When asked when the new quarantine restrictions should take effect, A. Dulkys replied that this should have been done “yesterday”.
“It seems to me that we will all unite and pursue that harmonious goal. (…) The way the numbers change in all areas, they no longer allow us to think about Tuesday, Monday. If circumstances allow, efforts will be made so that the things begin today, here and now. The entire Cabinet of Ministers is ready to work 24 hours as necessary, “said the future Minister of Health.
A. Dulkys made no secret that the restrictions on the work of non-essential outlets will still be discussed today.
“I want to emphasize that our objective is not some small-scale requirements, but precisely those measures that would be the most effective and would achieve the main objective that I said,” emphasized A. Dulkys.
The future minister urged everyone to focus and follow the experts’ recommendations. It was also said that the epidemiological situation in the country is critical.

When asked to comment on the Prime Minister-designate’s statements that the data is not sufficient for a very accurate assessment of the situation, A. Dulkys confirmed this.
“I am a person of systems thinking, I think it would not be the time to make such broad ideas, but today we will only dedicate time. There are experts in Lithuania, people who are going to advise us, we have data analysts and I think we will find out the situation, ”said the future Minister of Health.
Asked about his team, the future minister said that he would only present it after receiving a mandate.
The data on the purchase of COVID-19 vaccines is not encouraging
A. Dulkys assured that he had received the first information about the processes of the planned purchase of the coronavirus vaccine. It is true that she is not happy with the future minister.
“I have already received the first information about what has been done with the vaccination. So far, it does not make me happy. We are aware of the decisions to be taken on December 29 from the European institutions,” said A. Dulkys.
However, he stressed that uncertainties about some procedures still persist.
“In turn, there are still many questions in Lithuania about logistics and other jobs, but it is still a question of how much of that actual amount will be sent from companies to countries,” admitted A. Dulkys.a
Action can be taken immediately
Prime Minister-designate Ingrida Šimonytė has said that as soon as she receives the mandate, she will convene a council of experts to hear what steps need to be taken immediately to manage COVID-19.
He stressed that if necessary, a meeting of the new government could be held immediately on this issue.
“Our goal for Christmas is to save as many lives as possible,” said I. Šimonytė.
The 18th government will receive the mandate on Friday if the Seimas approves its program.
This week, the number of people infected with the coronavirus exceeds 3,000 a day, and between 20 and 30 people die every day.
