The candidacy of A. Dulkis for this position was proposed by the Government Emergency Commission (WESC) headed by the Minister of the Interior Agnė Bilotaitė.

“Considering that the 18th Government of the Republic of Lithuania took office on December 11 of this year, it is necessary to appoint a new Head of State Operations for State Emergencies in the Country due to the Threat of Coronavirus Infection, who will carry out the established functions in the Civil Protection Law ”.

The Chief of Operations is also responsible for making the decisions “necessary to deal with the declared emergency.”

Prime Minister I. Šimonytė stated that A. Dulkis was assigned a flow of technical solutions.

“It is clear that we have criticized a lot what the previous government was. But there are very objective things that are very important. There is a lot of technical flow, the question is whether the minister has to manage it. But since only the minister or the head of the institution can do it, it is … ”, said the Prime Minister.

He said Dulkys had been appointed chief of operations and agreed that all ministers would be responsible for their areas.

“We have to agree on one thing: communication in situation management should not be the same as in the previous period. On February 26, an emergency situation was declared due to the spread of the coronavirus in Lithuania, and the then Minister of Health, Aurelijus Veryga, was also appointed chief of operations in the previous government.

Prime Minister Ingrida Šimonytė has repeatedly mentioned that the management of the COVID-19 crisis in the country should be taken over by the Head of Government when the new government takes office, saying that one of the biggest problems in managing crises are “two centers of power”, that is, the Prime Minister and the Minister of Health. A. Dulkys herself has also previously stated that she supports this view of I. Šimonytė.

The Chief of State Emergency Operations makes all decisions related to emergency management at the state level that do not require collegiate government decisions.

At the end of October, the previous government presented to the Seimas a new version of the draft Civil Protection Law, according to which all civil protection issues would be consolidated in the Fire Protection and Rescue Department (PAGD). Other structures mentioned would also be abandoned, both the SSC and the State Emergency Operations Center.
