“We try to reduce our appetite for various reasons, things that happened during this period and postpone those things after around 2022,” Nerijus Valatkevičius, head of the City Planning and Architecture Department of the City Municipality of Kaunas, told BNS.

In addition to the financial aspect, it was also decided to wait until the city’s new strategic business plan was approved.

“The change is much bigger (procedure-BNS), when the objectives of the master plan change, the tasks, when the solutions of the master plan change something basic and strategic. In this case, the strategic plan that the city is currently only buying and preparing for approval in 2022. It means we would have been ahead with the overall plan and its change, as well as being wrong, “said N. Valatkevičius.

Therefore, until now it has been decided to make a correction, during which errors, inconsistencies with other documents will be corrected, the plan will be updated in accordance with the new requirements that have come into effect and the regulations changed.

“Our overall plan is not so bad that it needs to be changed to this day,” said the chief architect.

Meanwhile, changes for which a plan change is to be initiated will be made after the city’s new strategy is approved.

“There is nothing to build the carriage in front of the horse. In one way or another, the strategy is more important than the general plan, “he said.

In cases where the master plan is to be changed in a specific location by 2022, this will be possible with the approval of the Council. However, according to N. Valatkevičius, there are no such places at this time.

Changes to the master plan were proposed in a city-approved report on the city’s success in implementing the master plan solutions in 2018-2019.

However, the Board agreed to the proposal to make only those adjustments mentioned in the report for the time being that do not require a change in the plan.

At the meeting, N. Valatkeivičius said the situation had been discussed with the Ministry of the Environment and that a “common opinion” had been reached that most of the changes mentioned in the report could be resolved by making corrections.

“Still, during this period, especially in the current era of budget cuts, etc., we have decided that the master plan is good enough and that there is no need to change it yet and waste your money unnecessarily,” said a municipal spokesman. at the board meeting.

During the discussion at the council meeting, such a decision was not supported by opposition conservatives, who opined that the general plan should be changed.

“I was not convinced that after monitoring the master plan and when the experts said that some positions could not be changed by adjusting and agreed that an adjustment was necessary, so what, we did not trust the experts who did the work? ” – Edita Gudiškauskinė, the old woman from the Union of Fatherland – Lithuanian Christian Democrats, asked at the council meeting.

He also noted that changes to the master plan would follow different procedures than adjustments.

“The change procedure is quite different from the adjustment: it is also a matter of publicity, clear presentations to the public and to us board members,” said E. Gudišauskienė.
