Customer units that self-declare shipments
Ugnė Bartašiūtė, head of the Lithuanian mail communication department, claims that there is only one customer who self-declares packages. This can lead to a rather complicated procedure. This is also recognized by the customs themselves.
“It is difficult for a person to clear a product. The regulation of trade with third countries consists of quite complex processes: a person who wants to declare the goods himself needs to know (or find out) how the goods are classified, how the value is determined customs, what tariffs can be applied, possibly what are prohibitions or restrictions and the like.
Therefore, customs clients (persons) all over the world use the goods declaration services provided by customs representatives, ”says Henrika Rukšienė, Advisor to the Communication Department of the Customs Department.
Knowledge of fees, restrictions, prohibitions and other information alone will not be enough for those who wish to avoid intermediaries. An agreement with the territorial customs will also be required. Otherwise, you will not be able to declare your shipments.
‘If a person wishes to submit an import declaration himself, he must conclude a contract with the territorial customs authorities. After signing the contract, the person receives the login details from the Customs Declaration Processing System (MDAS). The person must also register with the Customs Debtors Registry and receive a personal identification number (EORI). After concluding the contract, electronic declarations must be completed using the “MDAS Entrepreneur Portal”, H. Rukšienė describes the procedure.
There may be double digit amounts for mediation
Those who intend to use the services of the post office or other intermediaries may also need to reduce their wallets. The representative of Lithuanian Post assures that the brokerage fee is also higher for the more expensive items.
“When the value of the goods is from 22 euros to 1000 euros and they are subject to import duties and / or VAT, the brokerage fee currently applied by Lietuvos paštas is 8.69 euros.
If the value of the merchandise is greater than 1000 EUR and / or is subject to restrictions such as permits, licenses, etc., the brokerage fee is 11.89 EUR for the first sheet and 5.95 EUR between them. The number of additional sheets depends on how many types of products are shipped in the package, ”says U. Bartašiūtė.
The prices of the services of private intermediaries are similar. On their websites, private customs agents offer paperwork for around € 15, but they can be more expensive.
From July – easier
Both the Lithuanian Post and Customs recognize that it is difficult for an ordinary citizen to declare a package, so it is planned to launch a new tool from July 1, which will facilitate the declaration of packages worth up to 1000 euros.
The creation of this tool was motivated by the fact that as of July 1 of this year, the VAT rebate will no longer be applied for shipments of up to 22 euros.
“A simplified declaration declaration tool is currently being developed for natural persons for shipments up to 1000 EUR. It should be operational from 2021. On July 1, when third country goods purchased online will be taxed at 0.1 Euro cents in accordance with EU law.
Before the advent of this project, customs customers had to follow a certain path to improve e-literacy and customs as well, ”says H. Rukšienė, a customs representative.
