He does not speak English, but he expresses himself.
A few years ago, the port city police caught the biggest polluters in city buildings with clues and held them accountable for their work.
The graffiti artists of that time matured and a new generation of people darkened the face of the city. Some of them have their own “labels” on the walls: peculiar signatures, others try to give the “weevils” a political tone.
Over the weekend, the inscription “Black Lives Matter” appeared on the red brick wall of the Klaipeda Concert Hall Park stage.
It speaks not only of the author’s approach to recent events in the United States, but also of this man’s knowledge of English.

He spelled the word “lives”, which means lives, with an error, replacing “v” with “f”.
It is possible to guess that someone expressed their civic position in this way and tried to do so precisely when the Ambassador of the United States of America in Lithuania Robert S. Gilchrist and his adviser Sara Veldhuizen Stealy visited Klaipeda.
Reported to prosecutors
Arriving at work on Monday morning, the concert hall staff noticed a note.
“We reacted with lightning. The park is municipal, and the building in which the inscription appeared on the wall belongs to the prosecutor’s office. At the same time we informed the prosecutor’s office that an inscription appeared in his building from the side from the park”.
In the flower garden by the wall, the head of the office tried to see the author’s footsteps. The rain that hit the coast over the weekend washed them away.
Although the described building seems ugly, it is made of old bricks, according to D.Žičkuvienė, it belongs to the cultural heritage, so it was carefully rebuilt.
In the past, vandals have upset the awning that covers the stage scene and the glossy walls of the hall building, but have so far not touched the red brick building.
The Chief Prosecutor of the Klaipeda Regional Prosecutor’s Office, Dalia Pocienė, assured that the Prosecutor’s Office intends to calculate the damage caused by the polluters.
The heads of the prosecution will decide whether to open a pre-trial investigation.
“This time we have also suffered. Perhaps someone will contact the prosecutor’s office to obtain similar notes. If a certain amount of damage occurs, a pre-trial investigation will be initiated. The records of the video surveillance cameras will be reviewed, it is important if they captured people who described the walls. ” that it is impossible to do so, “said Ignė Rotautaitė-Pukenė, a representative from the Klaipėda Regional Prosecutor’s Office.
Work against Lithuania
The inscription on the wall of the prosecution building is not like the simple desire of teenagers to brag about each other. There are more terlions on the walls of Klaipeda’s buildings similar to political statements.
In Klaipeda, you can see hoodies with thick lines in many places. Recently, one even appeared at a bus stop near the Lébartai cemetery.

It is not a coincidence that these signs in our city increased in the spring, before the beginning of May.
At the moment it is only possible to assume that you want to engage the residents of Klaipėda and Klaipėda and create an opportunity to present our image in a very unfavorable light with such images.
From the drawing and the color, one can guess that not all graffiti artists seek to act against their city and state. But those who do certainly have the purpose of representing pagan sun signs.
One can only suspect that these young people are being manipulated by someone.
Represents artists
“They are not criminals, they are artists. The great children of good parents explain a police question about contaminated walls. They usually say that they like to draw and they do not like gray walls. The public does not understand them: they leave their mark on the walls, they say “That person, who has just come of age, is sitting in front of me and publishing, and basically does not understand that he is behaving like a dog that marks his territory”, – Albinas Misevičius, head of the Commissariat’s second activities department of the Klaipeda City Police, did not hide his attitude.

Sitting across from me is a man who has just come of age and is publishing, and basically doesn’t even realize he’s behaving like a dog marking his territory.
The authors of Tadas Kids and Love explained to officials that one loves children and the other loves.
The officer admitted that during his long years of service he reluctantly acquired a kind of hobby: he couldn’t go through a house where someone was written or drawn on the wall.
He photographs all the terlions he sees and collects these images. Then compare them, review previous cases.
The official said that almost all the polluters had been identified in the pre-trial investigations.
A. Misevičius has spoken of ten border polluters. All have recently come of age.
Reminiscent of illness
Terlions of vandals who call themselves graffiti are still interested in police intelligence.
The data is being collected and analyzed, only operations as famous as those that took place eight years ago are no longer being prepared.

Later, almost all the buildings in Klaipeda were contaminated with the labels “mer” and “ginov”, and the city authorities decided that their owners should be responsible for the aesthetic appearance of the buildings.
A big wave of outrage among Klaipeda’s wealthy and influential residents forced police chiefs to entrust the unmasking of the polluters not to ordinary investigators from the city commissioner, but to experienced Organized Crime Investigation Service officials. special and technical capabilities.
The authors of the labels were caught, tried, not only fined, but also forced to pay for the renovation of the facades or forced to clean the walls themselves.
“This is not our job, so we were given an unusual task to follow and unmask the graffiti writers. It was not very difficult, but it distracted us from another much more serious job,” recalled Valdas Narutavičius, Head of the Board of Inquiry at Organized Crimes of the Criminal Police of the Klaipėda County Chief Police Commissariat. .
In their experience, A. Misevičius stated that even when they are forced to clean or paint their “labels”, graffiti does not abandon this hobby, but after a while they do the same activity again, as if they were incurable patients.
Authorities have data that one of the city’s most famous polluters has returned to the old hobby.
Elite – out of town
Recently, the inscriptions “Same”, “Ser”, “UGK C”, “C.A”, “Shaman” have appeared on buildings. Near the latter, you can often see a drawn inverted cross favored by Satanists.
Edmundas, who lives in the center of Klaipeda and did not want to say his name, has been observing the activities of graffiti artists in the city for a long time.
He has analyzed and even identified the style of the authors of the “labels”, in which groups they have met and for how long.
Klaipeda residents have been noticing the labels of angry groups in the city for about a decade, calling themselves “Three,” “Three Buts.” Some of them stop writing in Cyrillic.
They are believed to be the same people who used to sign TB2.
The man is convinced that the captured officers of the special department took revenge for describing the walls of the newly painted Smiltyne public toilets with useful inscriptions: “FU> K ONTB FU> K” and many other insulting inscriptions.
Our graffiti police do not like the police much more than supporters of the anti-racist movement that has just emerged in the United States.
Edmund is convinced that there are far fewer wall foundries in Klaipeda than they may seem at first glance, only their signatures change and the Terlonians darken the buildings for many years.
A man who calls polluters aerosols vandals is convinced that only desire is needed and that there would be no such disorder.
“If the people who called themselves the city’s political and financial elite did not live in the villages, but in the heart of the city, they would not be. Now these citizens have built castles outside the city and look at the disgust of Klaipeda casually. “After which the police chiefs ordered the graffiti workers to explain to the special competition unit. Now people of this rank no longer live in the city, therefore Klaipeda gradually begins to remind him of Harlem, “Edmundas said.
Will monitor the southern part
Dovilė Ramanauskaitė, Chief Specialist of the Control and Prevention Branch of the Public Order Division of the Municipality of Klaipėda, assured that the owners and managers of contaminated buildings are in no hurry to punish.
First, there is an opportunity to remove terlions over time.
For apartment buildings: Up to a couple of months, a person-owned home must be clean within one month of warning.
Last year and this year, building owners have yet to be punished.
Last year, according to D. Ramanauskaitė, graffiti was removed from 70 buildings in the old town.
It turned out that the owner had to remove the graffiti and once the culprit was identified, he had to pay the damages.
“We understand that this is a temporary result, like a closed circle: clean in one place, describe it in another. I have to say that, compared to Vilnius, Klaipeda is very orderly,” explained the specialist.
It is the most polluted electrical panels and tunnel transitions between homes.
This year, municipal employees intend to pay more attention to the south side of the city: the apartment buildings on Jūrininkų Avenue, Vaidaugų, Varpų streets.
There is more graffiti and all kinds of inscriptions in that part of the city than in the city center.
It is frustrating when residents of renovated apartment buildings have to spend money cleaning or painting newly renovated buildings. This burden falls on them.
