At a government meeting on Wednesday, it was approved to limit the benefits to the self-employed, to benefit only excluded groups who have suffered as a result of the quarantine, emergency or restrictions on economic activities, and this list would be drawn up by the Fiscal Inspection of the State. If the Seimas approves the proposal, the benefits for the self-employed would no longer be paid 2 months after the end of the quarantine, as was done before.

It was also approved to present an amendment to the Seimas, according to which Sodra would allow the deferral of arrears, penalties, interest, etc. during quarantine. simplified payment.

Delfi on Wednesday outlines all the support measures available to residents or businesses.

At the moment, after the quarantine, the self-employed who meet the conditions may continue to receive a benefit of € 257 for a full month.

These benefits are available to freelancers with business licenses. This benefit is also paid under an employment contract, provided that the earnings do not exceed the minimum (607 euros on paper). Even business licenses to rent premises are adequate.

“Our ministry is proposing modifications to the Employment Law, according to which the benefits during the quarantine would belong to those self-employed who will be included in the list of victims of restrictions on economic activities published by the STI. In other words, not only the fact of quarantine will be important, but also the restrictions imposed on economic activity. Furthermore, he will propose to refuse to pay the benefit for another two months after the quarantine, ”said Eglė Samoškaitė, Advisor to Minister L. Kukuraitis.

Another amendment to the law, approved by the government, is on the way to the Seimas: companies affected by the quarantine can soon expect simplified procedures for the payment of social security contributions, fines, interest and interest on late payment, and the calculation of interest and default interest.

The meeting approved the additional proposal of the Minister of Finance, V. Šapoka, that the criteria from which the STI would compile the lists of victims would be approved at the government level.

“The basic philosophy to manage this crisis is, as we have agreed from the beginning, solidarity. For a while, the state can encourage everyone horizontally, but it can only do it for a short time to adapt, reorganize. (…) In the future, this aid must be very irregular, where it really affects the direct restrictions ”, said V. Šapoka.

Support lines redistributed: to employed rather than unemployed

At the government meeting on Wednesday, the Minister of Social Security and Labor Linas Kukuraitis presented corrections to the plan of measures to stimulate the effects of the Economic Stimulus and Coronavirus (COVID-19).

He told the government that towards the end of the year, there was a desire to redistribute funds between measures as needed. After estimating the actual costs, an additional € 16.3 million is needed. euros. This is only 0.2 percent of the total value of the plan.

For example, grants for employee downtime, hiring support and job retention were € 672 million in the original plan, compared to € 94.55 million in the adjustment plan. 766.66 million euros. euros.

There is an increased need for funds to support employees after downtime by paying wage subsidies for up to six months.

However, less than expected is spent on unemployment benefits, which have been extended to 9 months: 615 million were allocated for unemployment benefits. However, this financing need has now been reduced by € 120 million to € 495 million. euros.

More funds than anticipated are needed to help the population guarantee their income during the pandemic; a total of an additional 41.8 million are needed. euros.

In this arsenal of measures, an additional 70 million euros were available for the self-employed, who received 257 euros in benefits during and after the quarantine.

However, 58.22 million managed. Cash savings and welfare, child benefits of people in need: less money was needed.

19.2 million An additional payment of € 200 was requested for small farmers, which was not yet scheduled for March.

However, the government did not allocate funds, only confirmed that the funds had been “transferred.”

“We agreed with the Minister of Finance not to increase those amounts and, consequently, to request less funds in the third measure, not 41 million. “But to get to 0,” L. Kukuraitis said.

Finance Minister Vilius Šapoka explained that the balance of the previous funds has not yet been used and it is too early to request additional funds; this should be done if there is a real need.
