“It just came to our knowledge then. Yes, they had a person behind bars, but there were two more people in the same room where there was a person behind bars. They weren’t behind bars, they were still locked where the doors are unlocked. handles, ”said Vytautas Valentinavičius, director of the BNS Human Rights Office.

This room, he said, was behind another door, difficult to access and there was no emergency call mechanism for the rooms.

However, according to the head of the office, more cases have been identified that could be considered human rights violations.

“There is a problem that we could not agree with the director,” he said.

According to V. Valentinavičius, the inspections are still ongoing, the representatives of the founder of the institution, the Ministry of Social Security and Labor, are expected to arrive.

According to him, these residences provide care for people with mental disorders. 360 people were kept in care, it is estimated that more than half could have been inadequate care.

“The things we find should not be: the situation should be analyzed in principle, its health and social care problems should be analyzed. Let’s say prosthetic hands and teeth: at age 20, for example, a person without teeth and there is no medical record that they need to have those teeth prosthetic, ”said V. Valentinavičius.

The director will be removed

Eglė Samoškaitė, a public relations advisor to the Minister of Social Security and Labor, told BNS that if this situation was clarified, the director of the institution would be removed and inspected.

“We have started an inspection of the director, the director will be suspended,” he said.

Specialists from the Department of Supervision of Social Services went to the Rokiškis district to collect data and assess the situation in the institution.

According to the representative of the ministry, the situation has become scandalous.

“The situation is really scandalous and intolerable. We understand that taking care of non-aggressive rooms can be difficult and it is a really difficult situation, but installing a grill in the living room does not solve the situation in any way, it is inhumane and reckless”, said E. Samoškaitė.

To the knowledge of the ministry, the locked neighborhood was aggressive, sometimes devastating the environment and endangering others. Therefore, according to the representative of the Minister, the situation is complicated, however, separating that person from the network is not an adequate solution to the problem.

BNS has not yet been able to contact Gintaras Girštautas, the director of the Plan’s Social Welfare Home.

G. Girštautas is also a member of the Rokiškis District Municipal Council. He has run the nursing home since 1990. Last year he was elected to the district council as a candidate for the Valius Kazlauskas coalition FOR FREEDOM TO GROW.

The police also launched an investigation into the incident. According to Panevėžys County, on Tuesday the Human Rights Office reported that the people who lived there were not being properly cared for in residences.

According to Tadas Martinaitis, a Panevėžys police representative told officials that the rights of residents of the institution were violated.

A pre-trial investigation for illegal deprivation of liberty has been launched, people are being questioned and it has been clarified how many people may have been affected. So far no accusations have been made.

The lrt.lt portal was the first to report it. According to him, an illegally incarcerated man found in a nursing home could have spent two weeks behind bars.
