“We do not have the opportunity to have a break of more than a week at Seimas. A short break will be helpful and we cannot take a longer break due to legal requirements. It is this chosen moment is determined by the requirements of the Statute.
The Statute obliges us to vote on the candidacy of the Prime Minister within a week (Ingrida Šimonytė – aut. Past.). Therefore, it is necessary to hold a session on Tuesday. It is also a budget consideration, which you need to consider, ”said V. Čmilytė-Nielsen.
In Tuesday’s session, it is planned to vote on I. Šimonytė’s candidacy for the post of Prime Minister. According to the head of parliament, no big leap can be taken after assessing the need to consider the budget.
He asked for evidence: it is impossible to limit the opportunities to participate in the Seimas sessions
V. Čmilytė-Nielsen also asked parliamentarians to carry out regular tests for coronavirus.
“By suspending the meetings for the week starting this Wednesday, we strongly recommend that both the elders of the group and each member be evaluated. Opportunities will be assured.
It is impossible to compel the members of the Seimas or restrict their opportunities to participate in the sessions of the Seimas, so trust the conscience of the members of the Seimas.
In this place, we can only strongly recommend and remind that the members of the factions, the elders or all the members of the Seimas should watch consciously, ”said V. Čmilytė-Nielsen.
According to the president of the Seimas on Monday morning, there are no new infections in the Seimas. According to her, there are members of the Seimas who are isolated: “I could not say the exact number, because we are receiving from the NVSC with some delay.”
When asked if that meant those in power Tuesday might not have a majority: “Theoretically, it could.”
Enter additional restrictions
The Spokesperson announced that Seimas would not host events other than press conferences, Seimas members and staff would not travel on business trips, temporary permits would no longer be issued, committees and commissions would meet remotely unless the Sessions are held in private and may not be transferred to the Internet for security reasons.
“As long as the situation in Seimas has deteriorated from an epidemiological point of view, we will only put the most important issues on the agenda and abandon the secondary ones. Without the amendments to the Statute, we cannot move forward, so we will address the issue on Tuesday, ”said V. Čmilytė-Nielsen.
It is also recommended that the Seimas factions hold closed sessions, the Seimas will also have closed seating areas, people’s temperatures will be measured, and MPs will be forced not to meet. If members of the Seimas are at risk, this will be considered a good reason for them not to participate in sessions of parliament.
“Where the members of the Seimas usually meet, talk, have a good coffee and the like, these places will be closed.
Due to partitions, I cannot specifically answer when they will be. {…} Possibilities due to physical barriers in Seimas Chamber will be evaluated. From what he has seen, he knows that those possibilities are limited, ”said V. Čmilytė-Nielsen.
Veryga asked that the work of the Seimas be suspended for at least 2 weeks
Last week, the president of the Seimas and several other parliamentarians were diagnosed with a coronavirus.
Last week, outgoing Health Minister Aurelijus Veryga called for Seimas work to be suspended for at least a couple of weeks to control the virus in parliament; according to the minister, parliamentarians should be bound by the same rules as other people.
“The most important thing now is to isolate those who have had coronaviruses and who have been in contact with them during the incubation period of the virus until the infected and sick are finally known. These are the basic epidemiological rules that must be followed in order to obtain a successful result. They apply to everyone. There can be no exceptions, ”said the minister.
Invoices for the promise of telecommuting at the end of the week
The Seimas Chancellery promises to present a bill on the organization of parliamentary teleworking later this week, but some members of the Seimas leadership are calling for the process to be speeded up.
“The deadline for the working group is November 30. I will ask that by the end of this week, on Friday, all the amendments to the bills that would be necessary to move to teleworking be presented,” said the Acting Chancellor of the Seimas Marius Žiūkas during the remote session of the Seimas Board.
According to him, IT specialists are simultaneously preparing technical solutions. The working group includes employees of the Seimas Legal Department, the Seimas Sessions Secretariat and IT specialists.
“Today or tomorrow, we could provide a timetable of what should be done and at what time,” said the chancellor.
Some members of the Seimas board said the process was taking too long.
“We heard that the vaccine will be available in Italy in January. Is it not the case that with all the procedures, both the change of legal basis and the technical acquisition, it will take so long that there will no longer be reasons why this telework is needed”, said Andrius Mazuronis, an “employee”.
“I don’t think the situation with the work of the task force is good,” added conservative Paulius Saudargas.
He called for a reform of the working group and the start of daily meetings.
The president of the Seimas, Viktorija Čmilytė-Nielsen, stated that the leadership of the parliament will contact the working group in the near future and evaluate the possibilities of accelerating the process.
The amendments to the Statute of the Seimas regarding teleworking are still stalled in Parliament. The “peasants” claim that the provisions of the original draft would have allowed the rulers to abuse their powers, since many decisions were entrusted to the presidency without discussion.
