Does not understand the changes
Vytautas Baločka is one of the craftsmen who works on Pilies Street. He has been in jewelery and jewelry made from amber, plated metal and silver for more than two decades, and his wife sells them from pavilions on Pilies Street.
“You would see the eyes of the tourists when they come. They cannot be surprised, “says the jeweler, but adds that the business that has developed for so many years may soon collapse.
According to him, in the past, popular artists, artisans and masters of traditional crafts could market their products in the salons and shops of the Union of Folk Artists, but they were closed and, as an alternative, the current location in the old town of Vilnius near Vilnius St. Martyrs Church Paraskevė Piantnickaya.
“It was our compensation, we got work permits,” he recalled, and said that then the installation of special positions began, and in 2009 they became beautiful pavilions.
“We offered 24 pavilion projects with visualizations and designs. The projects alone cost us merchants 19 thousand. LTL.
2009 with our own funds we built pavilions, one of which cost 10,000. LTL. There are photos in the pavilions, they are all authentic, bought because they are copyrighted.
Then we paid all that money, we brought the electricity from the courtyard of Bokšto street, all those years we paid a fee to the Vilnius municipality for the point of sale, the last time it was about 60 euros a month. Also, we pay all other taxes, “Vytautas said.
According to him, the remodeling of this place has attracted the attention of many tourists, but it has also led to the opening of shops dedicated to similar activities on Pilies Street.
“These are great merchants where a lot of money is thrown away,” the man suggested, referring to the disagreements with these businessmen and the strong competition they felt.
According to Vytautas, today merchants are fighting for their rights to continue trading in their places and in their pavilions, which, according to them, are their private property, but the Municipality of Vilnius, according to them, wants to introduce a new procedure to obtain permits place.
“There will be contests for a marketing authorization and whoever offers the highest price will be able to occupy that place and kiosk for three years.
It turns out that there is a building that I built and I will ask the winner to rent me a permit to work on it.
Here as a flat that is mine, but that is on state land, and now the municipality will announce a tender to rent my flat. This is how we want to ruin ourselves, “he said angrily.

According to the man, if such an order comes into effect, all artisans will be left without income, and those who have been trading their crafts for more than 20 years will have to find other solutions.
“People will be here in 50-60 years. Those who can no longer work, children, brothers, relatives. There are 23 pavilions, which would affect 23 families.
There wasn’t much consultation with us, “he said, saying that they had been provided information only to the extent that a separate tender would be announced for each outlet.
According to Vytautas, although it is possible to participate in contests to obtain permission to continue working, many artisans will not do so because they are of respectable age and do not understand information technology.
“Our businesses, if such changes are adopted, are destined for collapse,” he said.
Municipality: Those who offer more will be able to trade

According to him, the new procedure will come into effect after the approval of the bidding regulations and trading venue schemes, which are currently under discussion.
