The Ministry of Economy and Innovation will hold a meeting with social partners this Thursday to discuss the additional measures planned for the businesses most affected by COVID-19, which is not enough for the first aid package, which began a week ago.

Vincas Jurgutis, deputy minister of the Ministry of Economy and Innovation, briefly presented on Wednesday at the Seimas Economic Committee how the second package of business aid will be. The support consists of three blocks.

The first measure is subsidies to the self-employed.

“Now there is a payment of 260 euros for the self-employed. For those who are additional income (individual activity) to the main source of income, the benefit is not bad, but for those who have chosen it as the main form of income, the monthly benefit does not cover any common sense – rent, loans or anything. A one-time subsidy is envisaged in relation to the GPM paid, which would be added to the 260 EUR currently paid, “he said.

It is planned to renew a sectorial measure but supposedly very important: aid to markets, tax compensation, which operated during the previous quarantine.

“It just came to our knowledge then. Another question is the amount of its benefit. If we see that we are not going to be able to have the previous launch, it may arise, if the launch is an optimistic note, it will be as it was,” says V. Jurgutis.

The third very important thing is the additional portfolio of subsidies for the companies most affected by COVID-19: small and medium-sized companies. This could be an alternative to the previous rental compensation mechanism.

“The current subsidies are for all companies whose turnover has fallen by 30%. and they are essentially small. This measure would be aimed at those whose turnover has decreased significantly. Businesses are de facto closed or balanced at the closing threshold, and turnover is reduced by 80-90%. The subsidy would be for the smallest circle, the most affected, but the largest.

Its main purpose is to cover the fixed costs incurred each month, that is, rent, utilities, etc. Basically it would be a different mechanism, an alternative to rent compensation, which worked during the first quarantine, but we decided not to renew those measures due to both the expert opinion and the letters from the STT, “said the vice minister.

Among other things, other small measures are planned for the tourism sector. Next week, EIM plans to meet with companies in the tourism sector to discuss the situation.

“All these measures are horizontal, which means that all sectors are eligible. Specific measures are only necessary when objectively some things are not covered, such as the return of passengers when people get stuck somewhere due to quarantine. We are talking about such measures, ”said V. Jurgutis.

The deputy minister points out that the inactivity mechanism is still in force, which has changed since this year: “The changes have been adopted very well, the inactivity mechanism is now more precise and reflects the real situation than before.”

The vice minister of the Ministry of Economy and Innovation affirms that companies can also benefit from the support of the Entrepreneurial Support Fund. According to him, the real activity of this fund began in the last days of December last year, when the financing instrument for 7 million. Eur was given to the first company, support is expected to reach other companies in the near future.

“This facility was designed for medium and large companies, but changes are currently being made to allow even the smallest companies to apply for this loan facility. This is a significant help for companies: 100 million. There is already a deposit of euros, for another 400 million. It is planned to issue euro bonds in two stages before the summer to finance the activities of this fund. This fund could be expanded almost twice to one billion, if help is needed for more sustainable businesses “, said V. Jurgutis .

Among other things, the deputy minister hinted that the Creative Checks tool should be launched this week and that it is currently in the process of conciliation.
