Amendments to the Social Security Sickness and Maternity Law would also establish conditions for benefits for people in isolation after traveling abroad.
Under the amendments, benefits would be paid for isolated children under the age of 8, elementary school children, and children with disabilities under the age of 21 when they attend a general or special education program.
The Ministry of Social Security and Labor (SADM) proposes that sickness benefits be paid for childcare if they are granted mandatory isolation for visiting a country affected by a coronavirus or for direct contact with a patient.
It is proposed that sickness benefits for the care of young or disabled children who were in isolation prior to the entry into force of these amendments be paid retroactively. Currently, sickness benefits for parents during temporary work incapacity are paid only when the child is infected with the coronavirus.
The amendments also establish a procedure whereby residents who have returned from abroad and visited for non-work reasons receive mandatory isolation disability benefits.
The benefits would be paid if the worker did not have the opportunity to work remotely and the country from which they returned was not included in the list of countries from which isolation is mandatory upon departure.
The sickness benefit for the care of children is 65.94%. of salary “on paper”. It will be available to working parents, guardians, or grandparents. The benefit for returnees would be paid from the third day and would amount to 62.06 percent. from salary to taxes.
The mandatory isolation of a child can be granted in two cases: when the child visited the country affected by the coronavirus without parents or guardians or when he had direct contact with the patient. The benefit would not be payable if the child went to a country affected by the coronavirus when that country was already included in the list of affected countries.
If a child has visited a country affected by a coronavirus with their parents or guardians, the parents or guardians must isolate themselves and are therefore paid as isolation for adults and not for the child. The sickness benefit for adults in isolation is 62.06 per cent. of salary “on paper”.
The amendments also propose a clearer definition of a system that restricts the spread of infections in school or kindergarten, and a harmonization of the age at which sickness benefits are paid to children when such a system is published in the entire institution or in individual classes.
According to them, if a regime restricting the spread of infections is advertised in a school, kindergarten, or individual class at the National Center for Public Health, sickness benefits can be paid for children under 8 years of age who are not sick, students first and fourth grade and children under 21 in general education. or a special education program.
Sickness benefits are intended to be paid as long as the school or individual classroom has a regimen that limits the spread of infections.
These amendments are valid when a regime is announced that restricts the spread of infections in a school, kindergarten or separate classroom due to a disease for which an emergency or quarantine situation is in force in Lithuania.
When a containment regimen is announced for another illness, such as the flu, the benefit is paid for the care of children in preschool, preschool or primary education and for a maximum of 14 days.
