“In crisis management, we need to focus, adjust the candles, one of the first candles is to focus on everyone, so I would definitely not start by looking for mistakes, because we all make mistakes,” A. Dulkys told BNS on Wednesday .
“My first job would be to dedicate all the first hours, minutes and seconds of work to see how we can approach and solve this problem, how to get out of this crisis,” he continued.
“On the battlefield, the books are unreadable and on the battlefield, relationships are not clarified, or there is a solution to the crisis, or then there is no place for those people on the front line,” said the candidate to ministers of health.
Dulkys said she felt a civic duty to help solve the coronavirus crisis.
“After finishing my job in the civil service, I received several offers and invitations. Probably a rare party that did not invite me to participate in political activities, but I myself, literally, since I did not see a politician,” said A. Dulkys .
However, now that we are in a crisis management stage, when the state faces great challenges, receiving such an invitation at that time, I also feel a certain civic duty to join, because I believe that team building is also a part. comprehensive crisis management. I don’t think anyone has the experience to deal with crises like the one we have now with COVID-19, but I feel like I have the experience, I know the principles of how to deal with problems in general, “he said.
According to the candidate for Minister of Health, the extensive experience gained could be useful here.
“I have spent more than 20 years in the public sector and I have really seen several problems, I found a great abundance of them, I had to manage several processes,” said A. Dulkys.
According to him, the problems of the health system are known, so it will tend to correct their causes rather than the consequences.
“I feel that I am very aware of the causes of various ailments in the health system, so I accepted, because I believe that my experience can be valuable when we want to see not only the consequences of health ailments, but also perhaps change the causes . “Said the former state auditor.
On Wednesday, I. Šimonytė presented to the president the candidate for the list of conservatives in the elections proposed by the center-right coalition to the prime minister: he would like to see A. Dulkis as Minister of Health.
I. Šimonytė emphasized that this is not an official presentation, because she herself has not yet been approved by the Prime Minister.
A. Dulkys: “I don’t regret anything”
The candidate for Minister of Health A. Dulkys also stated that he did not feel any regrets for the fact that President Gitanas Nausėda had not appointed him to head the State Audit Office for the second term.
“I do not feel any hard feelings, it was just a decision of the head of state, and now we have a completely different problem and I will be happy to share my ideas, if I see it, as I can see how we can all come together to solve this problem now. Crisis, We must not lose sight of other systemic problems, because after the crisis we have to become stronger, ”said A. Dulkys.
He stated that there were no conflicts with G. Nausėda regarding past personalities or anger.
“It just came to our knowledge then. I don’t think there can be room for personalities in the state government. I believe that the interests of the state should unite us,” said A. Dulkys.
President G. Nausėda did not appoint A. Dulkis to the second term as Auditor General, but the Seimas abandoned his decision for only the second time.
In April, Parliament voted against Nausėda’s motion to remove Dulkis, and asked former opposition conservatives to question whether the decision not to serve him for a second term was not related to audit criticism of the outgoing government. In a second vote, almost a month later, the Seimas removed A. Dulkis from office.
The presidency said that the head of state recognized the merits of A. Dulkis, but considered that the then deputy of A. Dulkis Mindaugas Macijauskas was a better candidate and presented a “more ambitious and concrete vision” of the institution’s activities.
I would like to discuss the work with A. Veryga.
A. Dulkys also says that if he were appointed minister, he would like to discuss the job with current minister Aurelijus Veryga.
“In the context of organizational management, in the context of management, former leaders are those with whom we must work together to properly take the organization, the area and move forward,” said A. Dulkys.
“In all my work, where I started, even if I didn’t know, I definitely got acquainted with the former managers, listened to their ideas and advice – these are the principles of my work,” he added.
On Wednesday, Veryga criticized Dulkis’ candidacy, saying he would be a suitable candidate, but not at this time of crisis.
A. Dulkys is wary of such criticism, saying that G. Nausėda and I. Šimonytė will find the “best consensus” on the Minister of Health.
“Everyone has their opinion and today those visions will be different, let them be, but I believe that in the finals the future prime minister and president will definitely find a solution and the best consensus,” said the candidate for ministers.
Proposal to be a minister – after the first round of elections
Former Auditor General A. Dulkys says he received a specific proposal to become Minister of Health after the first round of the Seimas elections.
“The hypothetical conversation, as I would see the possibility of entering the Cabinet of Ministers, was before the first round of elections, and after the first round of elections I received a more specific offer,” said A. Dulkys.
He said that he did not belong or did not belong to any political party, but according to him, this should not become an obstacle to trust in the Seimas.
“I don’t think it should be, because I have no doubt that my candidacy would not be presented if the current coalition saw some problems,” the ministerial candidate considered.
“I have not had the opportunity to communicate with the faction, I had a personal invitation from the future prime minister and the personal confidence she showed. I really appreciate that, “he said.
Among other things, when asked if he would seek an audit of the health system, he said that he would use the recommendations of the audits carried out so far.
“In the last five years, there have already been more than 10 systematic state audits in the health field, so there are definitely a lot of recommendations and areas where a lot of work is needed,” said A. Dulkys.
It has not yet identified priority areas for change in the health system, as it does not want to anticipate the process of appointing ministers.
If presented to the Minister, A. Dulkys expressed his vision, first of all, he would like to present it to President G. Nausėda.
The first conversations – before the elections
In an interview with Žinių radio, A. Dulkys said that the preliminary conversation about whether he would like to work in the Cabinet of Ministers was already with him before the first round of the Seimas elections.
“Before the first round of elections, there was a hypothetical conversation about how I would generally see if I would agree to be part of a possible cabinet. And after the first round of the elections, I received a more specific call, “said A. Dulkys.
After a short pause, he said he agreed immediately.
“I have been in the public sector for more than twenty years, I have seen a wide variety of problems and I have had to manage a variety of processes. My thirteen years in the State Audit do not go without a grade. I am a macroeconomist and I like to analyze, follow, live at the rhythm of the state vision. (…)
It would be very silly to meet someone who said, ‘I really want to go solve some kind of crisis.’ But there is another side: a sense of responsibility, which is the engine, “said A. Dulkys.
