Aušrinė Armonaitė suggests that the passport of opportunity be valid for 48 hours after the negative test

“The main objectives of the Passport of Opportunities are to allow businesses and activities that are limited until the inevitable mass vaccination takes place,” said Aušrinė Armonaitė, Minister of Economy and Innovation.

At the suggestion of the Ministry of Economy and Innovation, the opportunity passport would be an electronic document that ensures that a person is not only vaccinated, sick and immune to infectious disease specialists, but also have a negative response to the COVID-19 test.

To this end, the ministry has proposed expanding the scope of testing, for example by installing mobile test points in cities.

According to the Board of Experts at the time, unvaccinated and not sick people, even if tested regularly, failed to meet the COVID-19 definition of a safe person. They may be exempted from only part of the restrictions.

According to Prime Minister Ingrida Šimonytė, it would be problematic if people who constantly want to test do so at existing mobile points.

“Without capacity building, it would be difficult to do it,” he said.

I.Šimonytė raised the question of whether municipalities would agree to expand capacities.

According to A.Armonaitė, with the consent of the Government, the municipalities would be discussed separately.

In Denmark, according to her, the negative test is valid for 72 hours. A. Armonaitė said that in Lithuania a period of about 48 hours could be discussed.

According to the prime minister, it is first necessary to talk to the municipalities and find out what they think about the additional tests.

“Technical and legal solutions will be prepared along the way,” he said. The Prime Minister considered that such a passport could come into force in May.

A. Armonaitė said that the state should pay for these tests, but the burden could be shared by the municipality.

The Ministry sees the following instructions for the activities of the Passport of Opportunities:

1. Indoor catering services;

2. Larger indoor and outdoor events;

3. Sports clubs and leisure activities with a greater number of people;

4. Personal holidays if more than 2 households participate;

The Ministry of Economy and Innovation proposed this Wednesday the following quarantine management stages:

I. Opening of some activities to the Passport of Opportunities;

II. Passport of opportunity before mass vaccination;

III. Link the Passport of Opportunity to the EU Digital Green Certificate;

Disclosure instructions proposed by the Ministry before the Opportunity Passport enters into force:

1. Outdoor catering;

2. Commerce;

3. Small indoor and outdoor events;

4. Cinemas;

5. Sports club activities;

6. Personal contacts and personal celebrations;

According to A. Armonaitė, all this could be foreseen in the Government’s resolution on the quarantine regime. He considered that the technical preparations for this could take some time.

Prime Minister Rimantas Žylius’s adviser stated at the meeting that the passport of opportunities would disappear after the entry into force of the EU green certificate.

According to him, consumers will be able to connect to e-health through the e-government gateway and receive a certificate.

“It will contain a very limited amount of personal data,” he emphasized.

According to R.Žylius, the passport verification will not require special equipment: the code in the opportunities passport will be able to be scanned over the phone.

He stressed that initially it is necessary to decide who is a safe person, then it will be necessary to develop and test the application, to solve the issue of the non-electronic passport of opportunities.
