The Government Emergency Commission (WESC) approved on Monday a strategy developed by the Ministry of Health to emerge from quarantine in stages. The commission also suggested that the government decide options for the government to release restrictions on trade and services.

The plan must be decided by the government on Monday. Also on Monday, the government is expected to decide on releasing the quarantine for trade.

“The quarantine change plan is distinguished by the fact that it contemplates the possibility of releasing both at the national and municipal levels. The plan itself and its change are related to morbidity rates and positive test results, which must be reviewed weekly, ”Interior Minister Agnė Bilotaitė told reporters on Monday.

Two levels of quarantine

The SESC will propose to the Government decisions on two levels of quarantine, national and self-government, when a single municipality obtains better results than allowing more exemptions at the national level. Once a good performance has been achieved, individual release plans could be considered in some municipalities, but the situation in these municipalities will need to be closely monitored. This proposal must be approved by the Government.

The plan includes proposals to release quarantine for homes, health care facilities, education, non-formal education, restaurants, commerce and services.

Also, when planning the renewal of activities, it is planned to introduce tests of the employees in the area to be vacated.

“The objective is not to create centers of attraction in the municipalities, but first of all we are talking about the possibility of certain exemptions related to educational services, planned health services and possible communication between various households.

If we talk about certain exemptions -commercial or services- we have to do it at the national level, but not based on the fact that it will apply mainly to municipalities ”, emphasized A. Bilotaitė.

The Ministry of Health also proposes to apply contact education in municipalities if morbidity rates are lower than in the country as a whole. This exception would not apply to graduates, in order to ensure a level playing field for exams, contact training for seniors would be nationwide. Each release will be considered separately and must be approved by the Government.

“One way or another, it will be necessary to have a political decision in the Government now. The government will have to consider and make decisions when and how it sees certain proposals that should already be on the table and be adopted ”, clarified A. Bilotaitė.

The quarantine in Lithuania lasts from November 7 to December 16. strict measures have been introduced. The quarantine lasted until the beginning of March.
