From now on, all travelers returning to or arriving in Lithuania on scheduled, special or charter flights by air, sea or land will have to send their personal data to the specialists of the National Public Health Center (NVSC) electronically. This means that before boarding a plane, ferry, bus or train, a person will have to fill out a form on the NVSC website and present the confirmation received, the so-called QR code, at the time of boarding the vehicle.
In this case, if the person does not have a mobile device or Internet access, the operators will have to allow the people to complete the electronic questionnaire using the means provided by the operators.
A paper questionnaire will only be available in exceptional cases, in the case of land transport, yes, for truly objective reasons, such as interruptions of the Internet connection, etc., it will not be possible to do so electronically. The printed questionnaire must be provided to the person by the carriers, who will send it to the NVSC no later than within 1 day.

According to Aurelijus Veryga, the head of state-level emergency operations, the goal of this is to save time for both individuals and specialists.
“It only takes a few minutes for anyone waiting for a plane, ferry or train to fill out the form and submit their data electronically. At that time, filling out a paper questionnaire, much more. In addition, the data from paper questionnaires should to enter the information system, which requires considerable human resources that could be allocated to other jobs, such as consulting, ”says Minister A. Veryga.
According to Rolanda Lingienė, head of the NVSC Vilnius Department, several thousand paper questionnaires are collected daily at airports and at its port. This greatly complicates and prolongs the process, wasting time not only for professionals but also for travelers themselves.
“We understand that the coronavirus is not a common situation, we understand that people have additional concerns and inconveniences, but we must all contribute to measures to prevent the spread of the infection. I also want to emphasize that people are asked to provide data that is epidemiologically relevant. In general terms, if, for example, a disease is registered, the data provided by the travelers allows to know immediately which people were sitting next to the infected person during the trip, assess their individual risk and prevent further spread of the infection ” says R. Lingienė.
In the questionnaire, people must indicate their name, place of residence, countries visited, contact details, as well as the flight number, seat on the plane or ferry.
Isolation for 14 days from the date of arrival in Lithuania is mandatory for all persons arriving from the affected areas and for foreigners arriving from third countries.
The decision of the State of Emergency Operations Manager at the state level will take effect on Tuesday, September 15.
