For his part, R. Petraitis, former director of the NVSC, told BNS that he intended to appeal both the decision of the minister to dismiss him and the reprimand received after the official evaluation.

“The assessment of the Minister and the Commission was based on subjective assumptions and not on objective facts. I also disagree with the assessment of my qualifications and competencies. I remain of the opinion that the decision was determined by the bias of the politicians, ”he said.

Health Minister Arūnas Dulkys made the decision to remove R. Petraitis after the annual evaluation in mid-February, but the former head of the NVSC disagreed with the evaluation’s findings and submitted a request to the Ministry to be evaluated by a special commission.

As A. Dulkys reported in early March, the commission’s findings confirmed its “vision and assessment.”

R. Petraitis previously called A. Dulkis’s decision to remove him a political decision, because he allegedly did not hear any specific allegations about his work during the annual interview.

By order of the minister, an official inspection was also conducted earlier this year for a possible breach of duty following the discovery of unaccounted deaths related to the coronavirus.

After that, R. Petraitis was reprimanded for the poorly coordinated and organized work of the NVSC.

A. Dulkis’s order on misconduct establishes that due to the inaction of the NVSC holder, the necessary data is not properly processed, systematized and delivered to other institutions, which gives grounds to affirm that there is a real threat to health of the entire population.

It also states that “the NVSC did not ensure compliance with the established obligations related to the management of information on communicable diseases, the investigation of outbreaks and the provision of information to other Lithuanian and European institutions.”
