After a series of vaccinations without a series of scandals – Dust response: we are forced to take additional measures

“When I assumed these responsibilities, I knew there were many problems ahead. It is regrettable that, while the Government and the SAM are doing everything possible to reach the country with as many vaccines as possible, and to receive them mainly from those identified in the priority groups, the abuses have arisen at a time when unity and integrity are paramount. The cases described in public do not differ from those of embezzlement or looting of other public property.

We cannot live in a global atmosphere of mistrust, not all processes in the health system can be centralized. It must be recognized that only the medical institutions themselves know which specific people work with patients with COVID-19 and which specific people meet the conditions established in the procedure, and we must trust them. However, with the team, we are forced to take additional steps to ensure transparency.

The Ministry of Health (SAM) of the Žalgiris Clinics of the Vilnius University Hospital communicated yesterday with the heads of the clinics regarding possible violations of the priority group vaccination with the COVID-19 vaccine, requesting explanations about the possible violation of the priority group vaccination with the COVID-19 vaccine. Once the response is received, a meeting of interest groups will be organized in accordance with the institution’s bylaws, where the information provided will be evaluated and, if there is a legal basis, an investigation will be carried out on possible breaches of the manager’s functions.

Regarding possible violations of the vaccination sequence of priority groups with the COVID-19 vaccine at the Šilalė district hospital, SAM immediately after the possible abuse became apparent, he contacted the Emergency Operations Center Šilalė municipality manager requesting a written explanation. As SAM does not have unlimited control functions, and investigations related to this situation are only possible in institutions subordinate to SAM, after receiving an explanation from the institution, SAM will evaluate it and send it to the Šilalė District Municipality for examination as founders of the institution. Depending on the information received, the response can also be sent to law enforcement authorities.

There are already appeals to the prosecution. This will be the case in any case of incorrect classification. In order to ensure the correct organization and control of the COVID-19 (coronavirus infection) vaccine purchased under the state budget for vaccination, I have just signed a decision to instruct the directors of municipal administrations:

1.Control the vaccination process in personal health care institutions, whose owner or partner is a municipality, so that the vaccination is carried out in strict compliance with the requirements of the Description and the Ministry of Health of the Republic of Lithuania 2020. December 23 on order no. V-3006 “Identification of priority population groups for vaccination with the vaccine against the COVID-19 disease (coronavirus infection) purchased under the state budget” established the order of priority population groups for the vaccination vaccine (including to prevent the vaccination of people who are not entitled to it at the relevant time);

2. in the event of possible infringements of the legal acts referred to in paragraph 1 of this Decision, initiate administrative procedures for misconduct, carry out an investigation of administrative misconduct and draw up an administrative misconduct report or request other police authorities the initiation of administrative procedures for misconduct;

3. Immediately, but no later than 1 business day from the detection of violations of the legal acts referred to in paragraph 1 of this Decision, submit information in this regard to the Ministry of Health.
