September 7 The Human Rights Office of the Seimas Ombudsman’s Office found a resident with a severe mental disability in a nursing home, located in a room behind the installed metal bars. The violation of human rights and freedoms caused a scandal: the investigation was taken over by the Ministry of Labor and Social Security (SADM), the Police. Due to possible violations of occupational safety, the inspection was carried out by the Labor Inspectorate (DI), and the institution’s own management initiated an internal investigation. While human rights ombudsmen and other services worked at the home for the elderly, director G. Girštautas was temporarily removed from his post.

The incumbent, who returned to duty after a month of removal, did not speak much about the incident inspectors’ findings: He said SADM and DI had completed their investigations, provided their findings and recommendations, the internal investigation was not completed, and Responses are still awaited from the licensing authority for health institutions. “The agency has received instructions on what needs to be rectified, the deficiencies rectified to meet the requirements.
