There are a total of 250 residential areas in Elektrėnai Municipality: two cities, 247 villages and one city.
This year, the local government set out to change the city limits and some of the towns belonging to the municipality. According to Mayor Kęstutis Vaitukaitis, this territorial transformation has reached a good twenty years.
Explain that redevelopment is necessary in situations where the urban-rural boundary falls on private parcels, in the middle of a river or a highway.
We had an example of sharing half of a man’s house, half in the country and half in the city.
The planned changes will affect between 50 and 80 settlements in total.
“In some places the administrative boundaries of the villages and cities are very unclear, old, in some places they go through the middle of the lake, the farms, the farms, the middle of the plot. We really had an example of sharing half of a person’s house, half in the country and half in the city. ” 15 minutes said K. Vaitukaitis.
“There are stories like this all over Lithuania, not just in our country. All municipalities are in such trouble, but others have tackled it before, others are starting now. I still think we were late, “he added.
The people of Abrom are angry
The Abromiškis community that borders Elektrėnai is the most opposed to the redevelopment of the territories.
“We don’t want that much, mostly because we haven’t heard either the plan or the strategy. It’s just an increase in city limits, and it’s a huge loss for us, both financially and morally.” 15 minutes said Daiva Šareikienė, president of the Abromiškės community.

He claimed that after the reorganization, the Abromiškės territory would appear to be divided into three parts: a historically rich area, where the 16th century. The built mansion would be dismantled.
Furthermore, residents of the planned territory that will connect with Elektrėnai fear not receiving direct payments for arable land and will not be able to participate in rural development projects.
D.Šareikienė stated that after the reorganization, the land tax of Abromiškis people who moved to the city will increase, they may no longer have the opportunity to drop their children in schools for extended groups.
“People have many questions for which we have no answers,” said a representative of the Abromiškis residents.
The mayor rejects the accusations
Elektrėnai Municipality Chief K. Vaitukaitis says the Abromiškis population’s fears are not justified.
According to him, a part of the village near Elektrėnai has to be connected, because after regaining independence, when a block of private houses was built near Abromiškės, it came closer to the village and thus the areas became similar.
The construction of the Abromiškės site to connect with the city took place around 1960, says the mayor: “Therefore, it is not true to say that some historical and all kinds are here. The Abromiškės mansion itself, like the old town, will remain Abromiškės ”.

K. Vaitukaitis also rejected the claim that the administrators of the parcels that enter the territory of the city will no longer receive direct payments. It is true that he recognized that the property tax will increase for residents relocated to the city as a result of the transformation.
“If a person pays 20 euros a year, now he will pay 60. Terribly a lot, right?” Ironized the mayor of Elektrėnai.
“I also live in the disputed rural area, but I want to live in the city, I want to contribute economically to the city, because for me both the street is shiny as the asphalt and the garbage is removed, so why don’t I have to pay taxes as a city dweller? “
Rural development money may have to be stirred
The Mayor of Lazdijai District, Ausma Miškinienė, confirms that there are problems with the planning of the territories appointed by the Mayor of Elektrėnai in many municipalities.

“Until today, there are problems with territorial planning in the municipalities. I can definitely confirm that the problems expressed by the mayor of Elektrėnai also exist in other municipalities, but of course they are different and unique. 15 minutes said the politician.
“Territories are planned from year to year, situations change, the rhythm of life, territories change, different objects and plots appear in neighboring lands. We cannot plan what will happen in 10 or 20 years, “he added.
A.Miškinienė also confirmed that if the land transferred to the territory of the city is cultivated, farmers will receive direct payments.
In the meantime, new applications may need to be written to receive support for rural development.
“In the rural development program, each program has exactly different applicants. There are several programs in which residents of wooded areas, cities, towns or villages are encouraged separately, ”said A. Miškinienė.
The redevelopment of the territories in Elektrėnai will still have to be approved by the local municipal council and the final decision will be made by the government.
