The description of the procedure states that for most patients, treatment should begin with a combination of two drugs. The provisions of the procedure description are formulated in such a way that the physician may choose to prescribe both individual tablets and fixed drug combinations, that is, two substances in one tablet, to a new patient. This last option is much more convenient for the patient because it reduces the number of tablets taken and increases the effectiveness of the treatment.
Another important aspect is the recommendation that a new patient receive a first-line treatment with the lowest annual cost in the corresponding therapeutic class. The purpose of this provision is to enable the population to receive innovative treatment, which is often too expensive. It also aims to ensure that residents do not overpay for safe and effective treatment.
The provisions of the description were actively discussed with the participation of the Lithuanian Society of Cardiologists, the College of General Practitioners, the Union of General Practitioners, as well as specialists from the State Health Insurance Fund (VLK) and the State Control Agency for Medicines (VVKT).
