“Hemorrhages in the nose, head, neck and shoulders have been diagnosed. All my hands were also scraped, leaving scars on me, ”said the victim.
After the incident, the police launched an investigation. The mosques were very drunk.
“The man reported that two other men attacked him, who were soon detained by police officers. Both individuals were found to be intoxicated. One person has a severe degree of drunkenness, another has a moderate degree of drunkenness. The case does not end in any way
At first glance, this is a simple case with clear suspects, but it doesn’t end there. Investigations have been resumed and completed by law enforcement officials four times a year. The suspects were placed in pretrial detention, but “not enough data was collected to prove the guilt of the suspects in committing the crime. Thus, during the pre-trial investigation, two people were informed of the suspicion of having committed this criminal act, ”said Chief Prosecutor Jurgita Patalavičienė.
The case is described as unusual by both lawyers and investigators. The victim’s lawyer says he doesn’t understand what data law enforcement might not have if the incident was filmed with video surveillance cameras and the injuries were recorded at a hospital.
“No material has been examined, no action has been taken. The investigation was reopened three times at our request, complaints of failure to comply with the process,” said Laurynas Jokšas, the victim’s lawyer.
Police say not a single prosecutor has investigated the case in detail, but even after reviewing the records, it is not enough to prove the guilt of the suspects in the data file. Still, the mosquitoes are completely dry from the case, it doesn’t seem to come out. They face fines.
“Signs of administrative misconduct were observed in the actions of the suspects, and an administrative lawsuit is currently being initiated regarding their prosecution for disturbing public order,” commented J. Patalavičienė.
The victim feels discriminated against
The victim says he feels discriminated against for being a foreigner.
“It just came to our notice then. My attackers are still free. No one has questions for them. The case takes so long. I don’t feel safe,” Hachem said.
The victim is willing to seek justice in its entirety, which is why he has appealed again the decision of the forces of order not to open an investigation. The goal is to take the case to court.
“The problem is, when in doubt, prosecutors may simply be afraid to take the case to court and settle the matter in court,” said the victim’s attorney.
If the Prosecutor’s Office will reopen the pre-trial investigation for the fifth time, or if it will again decide to deny the victim’s complaint, it should be clarified in the near future.
