The Seimas has decided that the benefit of 257 euros will be granted to the self-employed only if the worker meets the criteria set out above and belongs to the economic activity that he suffered during the quarantine. It was also decided to pay the benefit only one month after the end of the quarantine, when previously two had been paid.

Eglė Radišauskienė, Deputy Minister of Social Security and Labor of the former Government, explained in the “Monetary Affairs” program that the purpose of this measure and during the first quarantine was to provide support to those most affected.

“But the situation is that not all those who have suffered have really come. There were also those who did not suffer, because some of the activities were successful and continued, especially those who had recovered certain documents related to consulting, information technology, legal services ”, stated the reasons why this form of support was needed. to restrict.

Thursday Delphi announced the end of the list of economic activities directly and indirectly affected by the quarantine. The list includes retail, passenger transportation, lodging, food and beverage activities, film, photography, travel, education, health care, various entertainment, gambling, sports activities, clothing and shoe rental, and other services.

E. Radišauskienė explained on the show that the payment to pay for another two months after the quarantine would be too long. One month is enough to ensure that people have money even during the payback period.

Retraining for other activities does not mean that everyone will be able to do it. In our opinion, it was not necessary to change the Employment Law, to leave the provisions that are. It has become clear that all these terms will in no way affect the possibility of receiving this support or not, ”said Z. Sorokienė.

E. Radišauskienė replied that, depending on the activities affected, it can be seen that the majority of the self-employed will be able to benefit from the aid, from 70 to 80 percent.

“It just came to our attention then. Those activities that are related to both production and service provision are certainly included in the list of activities.

I think that people should be calm because those who are really affected by the fact that their turnover has fallen because they could not dedicate themselves to their activities, then they do not have to survive to lose something. Those people who have not been affected, let’s take as an example today an inland passenger transport, which is not carried out anyway, there is simply no such activity, ”said E. Radišauskienė, adding that it will often be on the list – the benefit it will depend.

Sorokienė also criticized the shortening of the term when the benefit will be paid only one month after the quarantine.

“I don’t know if it seems to the authorities that we say that the quarantine will end tomorrow and that everyone will go to subcontract services and start producing and selling. Not in any way. This support may only help people stay in the business market who want to continue doing that business.

A significant number of people, such as during the first quarantine, but then significantly fewer people left that business. If there is only that state support and during such a threatening situation, the quarantine, which really has a negative impact on the turnover, a person will not survive. The situation is bad: the outgoing government simply made those decisions without waiting or paying attention to the main form of business: the self-employed, ”said Z. Sorokienė and emphasized that support must be provided to everyone.

“People who have no income from not doing business would receive some temporary benefits. They are not very large, but they do provide some income over a period of time.

We have probably all prepared in advance and seen what is happening and what is not. State and operational measures such as substitution of self-employment were proposed and moved very quickly. Who may have changed and adapted, who cannot – has definitely left this market, but that doesn’t mean they don’t do other jobs or offer other activities. This time, it is convenient to give support only to those who have really suffered, “said E. Radišauskienė on the program.

According to Z. Sorokienė, due to age or other reasons, not everyone had the opportunity to transfer their activities to the Internet. According to her, few activities have been reoriented.

• Activity recorded for at least 3 months. until the publication of the local or global quarantine.
• Due to restrictions on economic activities, the person is included in the list of Self-Employed Victims of COVID-19 restrictions published by the State Tax Inspection.
• The remuneration received by virtue of an employment contract or equivalent legal relationship does not exceed 607 euros “on paper”.
• If you are a legal entity, you cannot be in bankruptcy or liquidation.

At the end of an emergency or quarantine, the self-employed benefit will continue to be paid for one month, after which it will be suspended.
