Representative of the company that brought Uzbekistan to Lithuania: we asked everyone to do the test, they told us that the investigation was expensive

In total, fifty-five long-distance drivers work at the company’s Kaunas branch.
Responding to a request to evaluate everyone, the responsible representatives of the National Health Center under the Ministry of Health said that such detection of arrivals was costly to the state and that such evaluation would not be carried out.

The Ministry of Health and the National Center for Public Health, under their authority, deny that said request was made by the company.

“First of all, we would like to ask Hegelmann’s representatives not to manipulate the information and not to underestimate the extremely difficult work of the 1808 volunteers from the Corona hotline. Of course, in 1808 we inquired about the above situation. As you know , according to the current procedure, all those who want to take the test after returning from a foreign country or foreign citizens are registered for the test. Therefore, the situation described, when it was said that it would not be tested because it was “too much expensive, “it couldn’t be. However, if a specific number were provided, it would be possible to listen to the recorded conversations,” says Lina Bušinskaitė, Adviser to the Minister of Health Aurelijus Veryga.

Sergejus Karpovičius, Director of Transport for Hegelmann Transport, who was directly responsible for the arrival of future drivers to Lithuania, says that it is not difficult to verify the transcripts of phone calls from the heads of the company’s Personnel Department.

Agnė Ambrazevičienė, the company’s marketing manager, says that for the moment, the company is officially refraining from further comment.

“We do everything we can to ensure the safety of our employees and the public and to control the spread of the virus. We are working closely with the National Center for Public Health, implementing their recommendations and awaiting further recommendations.” Delphi in a letter sent to the question of whether the company had requested a comprehensive employee evaluation.

The Chief of Staff herself did not want to comment on the situation yet.

It came through Riga

The Uzbeks arrived in Lithuania on July 2, first by plane to Riga (Latvia) from Tashkent (Uzbekistan), later nineteen people were transported to Kaunas by Hegelmann’s transport. A total of 24 people arrived.

All the people were housed in the company dormitory. They received four weeks of training.
As the Uzbeks arrived before the weekend (Thursday night) and there was a long weekend of unemployment in Lithuania due to State Day, the new employees spent several days in the premises provided by the company, they used the common kitchen , the sanitary facilities and were able to leave the company.
According to the available data, several dozen future drivers flew on the plane, which Lithuanian companies brought to its facilities not only in Kaunas, but also in other cities.

How many of them have arrived and whether anyone is finding out where they have “settled” is unclear.

According to the Uzbeks themselves, a Hegelmann Transport representative was not inspected at Riga airport, no coronavirus samples were taken, no personal questionnaires were requested, and even body temperature was not measured.

The transportation manager of a logistics company wonders and wonders who should be responsible for the health status of immigrants arriving in the country: the transportation company or the state border security services.

Uzbeks reached Kaunas by bus from the Riga company through the Saločiai border checkpoint without any control at the state border.

Delphi recalls that, according to a bilateral agreement between governments, despite the state of emergency, the movement between Lithuania and Latvia is free and arrivals do not have to be isolated.
Those who arrived in Lithuania from Uzbekistan also do not have to isolate themselves.

This procedure is confirmed by orders of the Minister of Health, Aurelijus Veryga, as chief of operations.

On Wednesday, the head of the government, Saulius Skvernelis, said that he is considering restricting the examination of people arriving from third countries, to provide mandatory tests for COVID, 19 and two weeks of quarantine isolation.

The date of illness does not match.

According to the representative of the Ministry of Health, the first disease in the Kaunas logistics company, as a positive case of coronavirus infection, was registered on July 9.

Such information is also published on the website of the National Center for Public Health.
However, the company representative indicates another date, the day before, July 7.

“It just came to our attention then. Then it turned out that one of the Uzbeks was sick. Yes, there were clinical signs, you could suspect what had happened to the disease. I reported to the Personnel Department, we called an ambulance. I immediately said it was necessary. check everyone, because they were all in the same room, walking and shopping in the city for a few days, so the chances of spreading the infection were very real. As far as I know, the Personnel Department referred this request to doctors, but they told us it would not be reviewed, because the tests are expensive, “said Sergejus Karpovičius, Director of Transport for Hegelmann Transport.

After receiving the responses received by the Ministry, S. Karpovičius clarified that on July 7 he was asked to specify once again on what day the ambulance was called.

Immediately I said that it was necessary to check everyone, because they were all in the same room for a few days, walking and shopping around the city, so the possibilities of spreading the infection were very real.

Sergei Karpovich

“On July 7, it can be easily verified. At first he didn’t want to drive yet, but later he came and took him to the hospital. I said that I also needed to test the others, but ordered that one floor be isolated and the other not. And they didn’t take the tests for others, “said S. Karpovičius.

The mass-tested company employees have been recruited only since July 13.

When the first case of coronavirus was detected, other personnel were advised to adhere to self-isolation.

“Medical assistance was requested on the eve of July 8, and it was from that day that people belonging to a high-risk group (31 employees, including 28 drivers) were isolated. An isolation date was established for them until July 22, ”said L. Bušinskaitė, representative of Minister A. Veryga.

S. Karpovičius states that after receiving recommendations for self-isolation, the Uzbeks were locked up in the facilities and did not come into contact with other employees.

There was a wave of illness

The second and third cases of coronavirus in isolates, according to the available data, were diagnosed on July 9 and 10.

These people, whose course of illness was mild, were transferred to the Abromiškės Rehabilitation Hospital (Elektrėnai Municipality) in those days.

It was only after this that larger sample volumes were seized and used.

Samples were taken from 15 other Uzbeks of coronavirus infected with Uzbekistan on July 13. Since July 14, they are also treated in Abromiškės.

The Ministry of Health denies that measures have been taken to control the spread of the disease.

“It should be noted that during the same incubation of the disease and during the period of human isolation, on July 12, the second case was detected, and on the following day, July 13, an examination of all persons from high risk at Kaunas Mobile Point. ” What measures have the specialists of the National Center for Public Health taken at the company, said L. Bušinskaitė, the representative of A. Veryga.

However, the director of the Abromiškės Rehabilitation Hospital, Vitalijus Glamba, provides slightly different information.

“Until Tuesday (July 14, when the coronavirus case was first announced to the public – aut. Past), when those fifteen people entered, we were treated with two Uzbeks. Yes, from the same fireplace, from a company in Kaunas, ”said V. Glamba.

After questioning the days when the two people were brought in, the head of the Abromiškės Rehabilitation Hospital clarified that “last week, one on Thursday and the other on Friday.”

After the COVID – 19 flood at Hegelmann Transport, 20 employees are already ill today, including thirteen Uzbeks who came from Riga on the aforementioned flight and were taught by a Lithuanian teacher in Kaunas. Those infected include Uzbek drivers who had previously arrived in Kaunas and lived in the same facilities as the newcomers.

Delphi Sergei Karpovich, director of transport for Hegelmann Transport, said the consequences could have been less severe if the investigations had been carried out in time.

Tests – mandatory

in the meantime Delphi He found that, even without such a request, all of his colleagues who had contacted the affected Uzbek had to be investigated as soon as possible.

This is provided for by the current procedure, specifically by the Minister of Health, Aurelijus Verygos, Head of State Operations for State-Level Emergencies in 2020. May 29 decision no. V-1336 “On the organization of directed and preventive investigations into the COVID-19 disease (coronavirus infection)”.

1.1.1.1 of said Decision. provides that targeted testing is mandatory for anyone “who develops at least one symptom of an acute respiratory infection (body temperature 37.3 ° C or higher, sore throat, cough, shortness of breath) and / or who has been in contact with COVID-19. disease (coronavirus infection) “.

It is the entire group of Uzbeks who make the list of people who “have been in contact with COVID – 19”.

S. Karpovičius, a representative for Hegelmann Transporte, says he was overwhelmed by such behavior, when one of the employees became ill, the others were not urgently examined, but waited for the diseases to spread en masse.

“I told them we were all asking them to start testing.” But I’m not a state, maybe they can see better, “said the company’s director of transportation.

However, the Ministry of Health states that the test was carried out in a timely and correct manner, i. after establishing a patient contact group.

It is true that the order of A. Veryga mentioned above, more precisely, the description of the procedure approved by the order, does not stipulate the terms when and how people “who have been in contact with the sick person” should be examined.

As can be seen on the website of the National Center for Public Health, the time for the staff of this institution is a liberal conditional. For example, on July 16, no epidemiological information was produced there on the case of Kaunas Hegelmann Transport, except the first disease.

The first one fell ill: he had no employment contract

“Tell me, do those workers really have employment contracts?” Delphi the journalist asked S. Karpovičius.

“We don’t have the one we got on the 7th (day – past aut.), Because we couldn’t formalize it. One of all, of all the people. All the others have done it. Because we just didn’t do it, because it was a holiday, the day of the coronation of Mindaugas, and when I arrived in the morning (July 7 – aut. Past) and he informed me that I got sick, we already called the ambulance, “said the interlocutor.

As can be seen from the data published on the website rekvizitai.lt, there was a significant increase in the number of company employees on July 8.

Self-isolation treatment and care will cost Uzbeks and the company that hired them nothing. For people with employment contracts, this will be covered by the Mandatory Health Insurance Fund, and even without health insurance, according to V. Gulmba, Director of the Abromiškės Rehabilitation Hospital, coronavirus infection and its treatment are classified as Necessary medical care, which is provided and paid for out of the state budget.
