SEAKĮ, as a measure to combat the shadow car business, is planned to establish a model mandatory declaration for vehicle and vehicle owners entering the Republic of Lithuania for sale and to establish a centralized accounting system for vehicle owners.

Any person who has purchased a vehicle must notify it in accordance with the established procedure: to declare the vehicle purchased or transferred (sold) in the state company “Regitra” and receive a unique vehicle declaration code, according to which a unregistered vehicle.

This code would be used when selling any vehicle in Lithuania. If the vehicle is not declared in the vehicle owner’s accounting system and the declaration code is not provided, the sold vehicle will not be able to register with the road vehicle registry and participate in public traffic.

The law that modifies the ANC, adopted together with SEAKĮ, proposes that the officials of the State Tax Inspectorate be empowered to initiate administrative procedures for minor crimes and to develop protocols for administrative crimes for non-compliance with the requirements established for the owner of the vehicle. .

According to article 431 of the Code of Administrative Offenses, non-compliance will lead to fines of between 150 and 300 euros, and for repeated offenses between 440 and 600 euros.
