Julius Lukšius, Chancellor of the Ministry of Education, Sports and Science (ŠMSM), together with Aušra Bilotienė Motiejūnienė, Deputy Minister of Health, presented the main requirements for students and employees of educational institutions.
Mandatory in schools for older students
One of the most important and worrying issues for parents is the use of masks in educational institutions.
According to Deputy Minister of Health A. Bilotienė Motiejūnienė, they will be mandatory for all fifth grade children without exceptions.
“To be safe, epidemiologically protecting himself and others, the use of masks, as the most difficult for primary school students, is currently up to the first level, masks are mandatory. There are countries where masks are mandatory for everyone, “he said.
According to her, teachers and other adults should wear masks at all times, except when teaching music or physical education classes.
In non-formal education and buses: masks from 6 years
According to the deputy minister, non-formal education for children will be possible in groups of up to 30 students.
“There is a difference here that in non-formal early childhood education, children from different schools meet, therefore, if it is not related to physical activity or singing, the use of masks is mandatory from the age of 6”, said AB Motiejūnienė.
According to her, if non-formal education sessions were held only for fully vaccinated groups, the use of masks would be recommended.
As in non-formal education, children from the age of 6 should wear nose and mouth protection when driving buses.
“If the children who come to school cannot wear masks in their classrooms, they will have to wear masks when they go to the buses,” explained the deputy minister.
It also advises that the panels will not replace medical masks: “Unless the child has a disability.”
The test is voluntary
In general education schools and professional education institutions, children’s tests will not be compulsory, they will be carried out on a voluntary basis.
The school decides an exception for surface research.
“There are three main test methods: PCR – surface test, cumulative, self test. Student participation is necessary when conducting self-monitoring or cumulative study. The kindergartens do not participate in it ”, said the vice minister of SAM.
She reports that self-control studyme If a positive COVID-19 response is received, 72 hours will be required. valid PCR test.
In surface study If a positive response is received, an antigen self-control test will be carried out: “To find out what the real situation is,” emphasized the deputy minister.
Upon receiving a positive COVID-19 response cumulative study, the 6 participants will have to perform a PCR test.
According to the Chancellor of Education, Science and Sports, Justas Lukošius, the tests by the cumulative method will be carried out only if at least 30% of them agree to take the test in the classroom. students.
“If you give up, don’t collect 30%, then no one will organize a cumulative survey for schools. However, there is a study on self-monitoring.” Rapid antigen tests will be conducted, in which only the school administration participates, without public health specialists, “he said.
The Chancellor points out that, from an epidemiological point of view, tests are only useful if at least 50% agree. Tests will also be carried out in cases where “a child in the class agrees to have a medical check-up”: “so that others can see that it is not a mystified process in which bad things are done to the student.
We invite you to find it and let everyone see how it looks after the test. This can increase tolerance to testing, “he said.
Vaccination is recommended for students and educators.
After vaccination of children 12 years and older began in July, a quarter of all adolescents in Lithuania are currently vaccinated with at least one dose of the COVID-19 vaccine, AB Motiejūnienė reported.
“We expect these numbers to increase,” he said.
A spokeswoman for the Ministry of Health highlights that vaccination is only recommended for educators and students from the age of 12: “Children very often get sick easily, but they have parents, grandparents, friends and they can share the virus. To make you feel safe, there is a vaccine, “he said.
No adverse events have been reported, he said, after vaccinating children, so he urges parents to take this into account.
Vice Minister: If a child falls ill with COVID-19, not all children will be isolated
The Deputy Minister of Health reports that if at least one child in the class falls ill with COVID-19, not all children will be isolated.
Contact education may continue after contracting the disease or fully vaccinated within the last 90 days, for all others: 14 days of isolation from the last day of contact with the patient.
“If you have questions about what to do after those 90 days, you can take an antibody test. People who have been vaccinated or have become ill, have had an antibody test (which is valid for 60 days) and have received an response that they have antibodies will not be isolated, they will continue their contact form studies, ”said AB Motiejūnienė.
The rector of the Ministry of Education, Science and Sport points out that isolating most of the children would allow combining the flows in school.
“But those decisions are made at the school level, because each school has its own schedule, the number of teachers. But if the level of immunization is low, it can be difficult to organize the educational process in contact with a small number of students, ”said J. Lukošius.
He also assured that hybrid teaching in schools will be really possible and all the necessary equipment is already being purchased for it.
Prepared 3 scenarios for students
The Ministry of Education, Science and Sport (MESM) has developed three scenarios on how students will be educated in different COVID-19 contexts. Different plans have been developed for preschool, primary, secondary and postgraduate education.
This year, ŠMSM has established that students will be educated in person and distance education will be introduced only when the epidemiological situation deteriorates significantly. It is true that the ministry does not specify the exact epidemiological indicators that would lead students to study at home.
LEVEL 0 (green) – COVID-19 bed occupancy Regardless of the level of epidemiological situation, whether cumulative, antigen or self-monitoring tests are used, education is provided by contact.
LEVEL 1 (yellow) – COVID-19 bed occupancy ≥ 300. The tests of employees of educational institutions are carried out in accordance with the procedure established by the Government.
LEVEL 2 (red): adopted by separate decision of the Government of the Republic of Lithuania. Restrictions on education begin when the established values of the indicators are exceeded. Restrictions can occur at both the municipal and national levels.
Preschool education
When Lithuania reaches the green stage, education in preschool and preschool educational institutions will be carried out in a contact manner. The institutions must follow the hygiene rules: disinfect the facilities, clean them, ventilate them, wash their hands.
In the green scenario, only group flow separation and surface testing are recommended. Mandatory adult masks should also be available for children to measure temperature.
In the yellow scenario, in which Lithuania is currently present, analogous conditions apply to the green scenario, but the separation of group flows becomes mandatory.
In the red scenario, parents are encouraged, if they have the opportunity to care for their children at home, not to take them to kindergarten. Surface testing also becomes mandatory if nurseries are not tested. Other conditions remain analogous to the yellow scenario.
Primary education
In the green scenario, hygiene measures are mandatory, it is recommended to separate class flows, test surfaces, perform cumulative or self-control tests. Masks are mandatory for adults only. It should also be possible for children to measure the temperature. In the yellow scenario, in addition to the measures already mentioned, the mandatory separation of class flows occurs.
In the red scenario, education is still contact form, but in addition to the measures already mentioned, surface tests become mandatory if students are not tested, and masks are already mandatory for all children.
Education of older students
In the green scenario, students in basic and secondary education and initial vocational training learn through contact. The above hygiene measures must be observed. Only the separation of class flows and testing or vaccination of students is recommended. However, masks are already mandatory for everyone, both students and staff. It should also be possible for children to measure the temperature.
In the yellow scenario, in addition to the measures already mentioned, it is mandatory to separate the class flows.
In the red scenario, if the class has immunity or is regularly evaluated, contact education is used, otherwise it is co-ed. In addition to the measures already mentioned, the cumulative or self-control tests become mandatory.
Graduate education
On the green stage, graduates educate themselves through contact. In addition, the ministry has decided that students should be contacted from 2022. February 1 will be polite in any case.
Also in the green scenario, graduates will have to comply with the aforementioned hygiene requirements, separation of class flows, tests or vaccination, only recommended.
However, the use of masks is mandatory for everyone. It is also mandatory to allow students to measure the temperature.
In the yellow scenario, in addition to the measures already mentioned, the separation of class flows becomes mandatory.
The red scenario is not different from the yellow one.
