Representatives of the Registry Center did not deny that this could have happened, but recalled that the passport of opportunity does not prevail over the laws in force in the country. Therefore, no attempt should be made to abuse its potential.
The illness did not prevent the download of the passport.
Mindaugas, who called the editorial office, said he was a bit surprised Monday. Vilnius has been diagnosed with COVID-19, but out of curiosity, he tried to check if the passport given to Mindaugas for the AstraZeneca vaccine was still valid.
A green light came on in the gpasas.lt system: a special QR code was generated that allows a man to use the passport.
A Vilnius resident likely contracted a coronavirus infection from a wife for whom it had previously been confirmed. The man then received a negative response to the test, but had to isolate himself due to close contact, and at the end of the self-isolation period he experienced symptoms specific to the coronavirus.
“I called the GP to ask how I was feeling. I said I was a little dizzy, that I was bathing my throat. She told me that the test should be done again, “said the man.
Mindaugas on May 21. (Friday) a PCR test was performed, and the next day, after verifying the result in the e.sveikata.lt system, the man discovered that he had been diagnosed with the COVID-19 disease.
However, the Vilnius resident was vaccinated with the first dose of the AstraZeneca COVID-19 vaccine in April. Therefore, if it weren’t for the infection, you would have been entitled to the passport of opportunity.
It was downloaded on Monday by the interlocutor’s wife, who had already managed to get sick with coronavirus. “I say, let’s try to send it to me, see if it comes out. And please! I can go exactly where I want. Cinemas and other entertainment are open to me,” said Mindaugas, for whom mandatory self-isolation is valid until the end of the month.
The man assured him that he did not intend to use the passport, but claimed to see a loophole that could be exploited by less honest people.
“It just came to our knowledge then. They will go and use the passport of opportunity. This means that the disease will spread even further.” Mindaugas did not hide his anxiety.
Due to the problem, he contacted the phone number found on e.sveikata.lt. When he was called, he was offered to contact the Ministry of Economy and Innovation. He sent photographs to these representatives confirming the contagion facts and obtaining a passport for opportunities.
Registration center: the law prevails over the passport of opportunity
Lrytas.lt applied to the Records Center. In the response sent, the spokesperson for this institution Mindaugas Samkus stated that the opportunity passport is based on the data contained in the e-health system.
These opportunities are passed on to the technology solution with some regularity, but not in real time. Then there is a delay.
“For example, test results are transferred to the e-health opportunity passport every hour, cases are logged into the system, every day. When a person logs into the gpasas.lt website and authenticates to Through the e-government gateway, the QR code is generated according to the data available at that time.
If a person has taken advantage of the opportunity passport in the morning, but they have been diagnosed with COVID-19 in the afternoon, the system that connects the next day will show that contact activities are prohibited for that person ”, explained the specialist.
It is true that the passport of opportunity in your QR code can be saved in PDF format or printed in a paper version.
The QR code should be updated every 7 days to keep the data as up to date as possible.
M.Samkus confirmed that, for example, the passport code printed on Monday is valid and at the end of the week, even if the person’s illness was confirmed, for example, on Tuesday. In other words, a positive COVID-19 response does not automatically invalidate the code. Simply updating it if necessary will fail.
“Here it is personal responsibility and everyone’s duty to comply with the established quarantine conditions and follow the self-isolation regime in COVID-19, and not try to avoid it, thus generating a risk for those around them.” M. Samkus explained.
He added that the passport of opportunity is only a technological solution, an aid in the fight against a pandemic.
“However, the passport of opportunity does not prevail over national legislation or quarantine restrictions.
If a person has been diagnosed with COVID-19, they are subject to the usual conditions of quarantine and self-isolation that they must comply with, ”said M. Samkus.
