How to obtain a passport of opportunity?

According to the Ministry of Economy and Innovation, as of May 24, the Opportunity Passport can be obtained and consulted on the website www.gpasas.lt.

To obtain a passport on the website, it will be necessary to enter personal authentication data on the website through the e-government door and save the received QR code on the phone or computer or print it. Those who verify the validity and originality of this document should only scan this QR code by phone or tablet after logging in on this page.

The passport will be available for three groups of people who have been vaccinated against the coronavirus, who are infected with COVID-19 or who have tested negative for COVID-19.

COVID-19 vaccinates will be able to obtain the Opportunity Passport 1 week after the second dose of Comirnaty (manufactured by BioNTech and Pfizer) or Moderna (manufactured by Moderna); 4 weeks after Janssen dose (manufactured by Janssen Pharmaceutica NV); 4 weeks after the first dose of Vaxzevria (manufactured by AstraZeneca), but a second vaccine is required no later than 12 weeks after the first dose.

For people with relapse of COVID-19 who wish to obtain a passport, the diagnosis of coronavirus will need to be confirmed on the basis of a positive PCR test or an antigen test. No more than 180 days should elapse between this positive test result. The result is valid no earlier than the expiration date of the isolation assigned to the person.

Both vaccinated and re-vaccinated Opportunity Passport status (QR code) must be renewed every 7 days, and the test will be valid for 24 hours from the time of sampling.

The main test method for obtaining a passport should be rapid antigen tests, as they are the most efficient. The COVID-19 test will be available at municipal mobile points or other designated municipal test sites, as special points and elsewhere. The test there will be free. Residents will also be able to test in private personal health care institutions at their own expense.

Opportunity Passport benefits are expected to be available to individuals with antibody test results in the near future. For people under the age of 16 who wish to benefit from less strict quarantine conditions, it will be sufficient to present an identity document.

Be patient, possible problems

Filling a large number of references at once is a difficult task for any system or website, as technical capabilities are limited. Therefore, it cannot be ruled out that after the introduction of the Opportunity Passport, residents may initially face temporary problems, the Ministry of Economy and Innovation wrote.

In addition, the Opportunity Passport technology solution requires an e-government gateway authentication service, the use of which has increased, especially during the mass vaccination period. Anyone wishing to obtain a passport is asked for patience, and since it is not necessary to have a passport at this time, it is advisable to visit the site later.

What services are provided and how will the inspection be carried out?

With the passport available, people will be able to dine in restaurants, cafes and other places to eat. It is anticipated that no more than 10 people, excluding members of a family and a household, will be able to sit at a table inside restaurants and cafes. Visitors seated between different tables should be separated by at least 2 meters, and if there are partitions, 1 meter is sufficient.

It will also be possible to participate in indoor events. In this case, it will need to be filled up to 75%. The seats and the number of participants must reach up to 500 people. The Passport of Opportunities will allow you to entertain some of the entertainment venues. These are billiards, bowling clubs, escape rooms, board game clubs.

In addition, up to 2,000 people will be able to participate in outdoor events. Event organizers must guarantee online ticket sales and / or registration of participants. All participants over the age of 6 must wear masks during the events. The Passport of Opportunities will open the doors to other various outdoor leisure activities (eg sailing in pleasure boats), casinos, sports clubs, saunas, swimming pools without limiting the number of visitors. Club activities are still prohibited for the time being.

The Opportunity Passport will also remove restrictions on the number of people participating in private celebrations if they are organized in suitable rented premises, such as rural tourism houses. With the Opportunity Passport, it will be possible to accommodate more than one member of the same family in a room in the accommodation establishments.

A website has been created for companies to verify the Opportunity Passport, where once it is possible to scan the Opportunity Passport QR code by phone or tablet. After scanning the received QR code, the inspector will see a green or red color on the screen (if the Opportunity Passport is valid, green, if not, red). No additional documents or extracts are required to verify the passport; Inspectors can only request an additional identity document to ensure that the passport has been presented by the person to whom it belongs and not, for example, by a friend of that person.

During this transition period, inspectors must also recognize printed documents: for Lithuanian citizens, a printed Opportunity Passport, and for tourists, documents certifying vaccination issued by other countries. For people under the age of 16 who wish to benefit from less strict quarantine conditions, it will be sufficient to present an identity document.

If there is little time left in the Opportunity Passport (an hour or half an hour), but the Opportunity Passport is still valid at the time of verification, such people can use the services even after the test expires, such as staying in the event until the end of the event. The same rule applies to personal celebrations.

It is the responsibility of the service providers to ensure that everyone has an Opportunity Passport: in the case of a restaurant, it is the responsibility of its owner, in the case of an event, the organizer of the event. In the case of rent or sublease of premises for personal celebrations (weddings, etc.), a lease must be signed, in which responsibility is transferred to the organizer of the celebration. If there is no rental agreement, the owner of the premises will be responsible for ensuring that everyone has an Opportunity Passport.

The ministry estimates that as of early June, nearly 1.5 million. residents will now be able to use the Opportunity Passport without taking the test.
