The minister, who reacted to this incident, received criticism on his Facebook account. There were those who said that the lack of a live reaction showed the insensitivity of the minister, but A. Dulkys assures that measures were taken as soon as he learned of the fact.

“From day one, we contacted the Šiauliai medical institution, consulted with specialists on how to react professionally. From day one we provided psychological assistance to the medical institution, the entire team and the administration, on Tuesday our mobile team went to provide assistance initial to the whole team to help prepare a crisis management plan ”, said the Minister in the program“ Basically ”.

“Our goal was to provide professional psychological help at first, we worked in parallel with the State Labor Inspectorate, because there were certain signs in the past. We also ask the administration itself for information on what has been done. And now there will be an additional team of ours, whose objective is quite different: it will try to collect the necessary information for a systematic study so that we can solve the problem in principle, “he said.

The Minister states that after the Šiauliai incident, he received many calls and messages from all over Lithuania with complaints about working conditions in medical institutions: “The impression is that this is the case throughout the healthcare system. The question arises whether there is at least one medical institution in Lithuania where there would be no harassment or other problems. “

There is no information that could lead to the removal of the management.

A. Dulkys says that at present the ministry has no information on which it is necessary to remove the head of the Republican Hospital of Šiauliai Remigijus Mažeikas or request it from the police.

“In order to make decisions, if they are the heads of a medical institution, other employees are at fault, so they can be subjected to specific investigations or law enforcement. At this stage, we still do not have them, official information that would be sufficient [direktoriaus] we don’t have it, ”said the minister.

He recalled that the head of the facility had already been charged in another investigation: “The head of the facility has been accused of public procurement, but no action has been taken there either.”

So far, he says he has mostly been in contact with hospital management about vaccination issues, so he has no complaints.

“We have no observations on vaccination, but I admit that the various investigations and the investigation initiated by the STT are worrying, so we asked the manager to withdraw from public procurement, and this was done,” Dulkys said.

The working group will conduct a study

On Monday, the SAM change initiation group was publicly presented, which will have to assess the situation at the Šiauliai medical institution and prepare proposals before August 1.

“The deadline is set to the maximum here, which means that even in the group’s first week of work, significant information will be received, according to which we could start another investigation or request the police when it is done without waiting for the first of August”, assured A. Dulkys.

According to him, he would like to make decisions that would have consequences for the entire system.

“Now a lot of issues are thrown in one place: the workload and wages issue, the reorganization issue, suicide, the mobbing issue, and all of this is happening during a pandemic, when the entire medical community it’s electrified. “As I get away from all emotions, I would very much like us to make decisions that would have positive consequences for the entire system,” said the Minister of Health.

“You can give a plus to a very emotional subject and deal with an emotion, and you can just say that maybe now is the time to do what we have not dared in 30 years. Many well-known Lithuanian politicians have told me that we have seen many ministers who have used the word “reform”, and have even asked me not to even mention the reform, because the medical community does not want it. <…>

The heads of medical institutions, who have ties to several generations of politicians, achieve precisely the result that ministerial teams are suspended and prevented from completing reforms that would improve working conditions to help address the quality of services.

I accept this situation as a challenge for me. Apparently, it is quite possible to talk about vaccines and tests, I think they are already on the rails and apparently the environment has matured for changes in the health system on issues that nobody talks about here now, ”said the Minister. .

He also pointed out other areas

The minister pointed out that the problem of psychological harassment is relevant not only for the health system and drew attention to what is happening in the Seimas.

“As for mobbing, work culture, I invite you to also look at other areas, so as not to give the impression that here you are alone in the health system. I think the problem of communication culture, feedback is everywhere, even, I would say, we could start with parliament. How do the specialists who arrive there in the commissions, committees feel, how do they communicate with them, what is the level of communication there? Now that it is broadcast publicly, see what situations there are and what people are returning to their jobs, how managers are “refreshing” them and have to ask them to come back one day, because people no longer want to be humiliated. “- said A. Dulkys.

“What’s going on, look at what kind of dirt is poured one on top of the other in social networks, various meetings, encounters. All these things are also positive, “he said in the program Basically.
