The passport, which opens up more opportunities for the population in quarantine conditions, will be available to the population that has already acquired immunity (coronavirus, vaccinated) and tested the coronavirus.
The test is valid for 24 hours from the time of sampling, that is, from the time the test is performed, but not from the time the test results are entered into the electronic health system.
“Regarding the tests, since the tests are valid for 24 hours, we suggest using rapid tests (antigen – BNS), because their introduction into the system is a bit faster,” explained D. Vilytė.
The Deputy Minister of Health, Živilė Simonaitytė, reported on the agreement with municipalities on separate lines for residents to take tests to obtain a passport.
“There is a separate registry to prove the passport of opportunity,” he said.
Antibody testing will also be integrated into the opportunity passport.
Antibody tests are not yet valid for those who wish to obtain a passport of opportunity.
“A serological test can be used unambiguously in a passport of opportunity. The problem is that the data that are in e-health was maintained in a different way and we do not have data that is standardized, that can be taken and integrated into the passport of opportunities ”, said the deputy minister.
According to her, the Registry Center is looking for ways to integrate antibody test results into electronic health according to a unified system.
“It is a matter of time before he comes forward,” said Simonaitytė.
The representative of the Registry Center did not announce the exact date from which those who do not have an electronic health record on COVID-19, but who have taken an antibody test, will also be able to receive the passport of opportunity.
Meanwhile, Vice Minister of Economy and Innovation Vincas Jurgutis says that it is scheduled to do so in June.

The Opportunity Passport will be available on a dedicated website, confirming your identity through the e-government gateway. A special code will then be generated that the scanner will see in green or red after scanning.
According to D. Vilytė, family members or relatives should help older people who do not have access to computers or printers to obtain a passport.
Passports will also be available at the Registry Service Customer Service Centers.
“Where people can come with an identity document and present it and agree to access the system, they will receive a printed passport of opportunities,” he explained.
D. Vilytė reported that the possibility of allowing the service provider to present a passport and agree to verify if his passport is valid was considered. However, after discussion, this was not accepted due to the risk of data collection and storage.
According to the representative of the Registry Center, the preparation of the passport of opportunity is currently being completed.
“We are at the finish line with the realization of the passport of opportunity. We believe that the passport will work on May 24,” said D. Vilytė.
V. Jurgutis emphasizes that the latest technical and legal harmonization of the passport of opportunity is currently underway.
With this passport, residents will be able to visit public catering establishments, provide more leisure and accommodation services, and participate in larger events both indoors and outdoors.
All Lithuanian citizens over the age of 16 will be able to obtain an opportunity passport, and younger people who wish to use more lenient quarantine conditions will need to present an identity document.
The passport of opportunity will be available only in Lithuania.
The Ministry of Economy and Innovation estimates that on June 7 there will be around 1.5 million people who will be able to use the opportunity passport without additional tests because they will be sick or have been vaccinated.
